1. ENTRY CRITERIA AND TRAVEL CHECKLISTS

Under Singapore’s Vaccinated Travel Framework, currently all travellers
including Singapore Citizens and Permanent Residents arriving from all
countries/regions can enter Singapore without quarantine, testing or entry
approvals if they meet the following requirements:

 1. Be a child born on or after 1 Jan 2010 (i.e. aged 12 and below by year of
    birth) – children who meet this criteria can enter regardless of COVID-19
    vaccination status
 2. Be fully vaccinated with WHO EUL vaccines if born on or before 31 Dec 2009
    (i.e. aged 13 and above by year of birth) – “Fully vaccinated” means at
    least one dose of CanSinoBIO/Convidecia or Janssen/J&J, or at least 2 doses
    of AstraZeneca, Covaxin, Moderna/Spikevax, Covishield,
    Novavax/Covovax/Nuvaxovid, Pfizer/BioNTech/COMIRNATY, Sinovac or Sinopharm.
    Mixed doses and boosters using these WHO EUL vaccines, and vaccination with
    recovery are also acceptable. For full definition, see Accepted COVID-19

 3. Be vaccinated against Yellow Fever if you have visited Yellow Fever high
    risk countries/regions in Africa and Latin America - a valid Yellow Fever
    vaccination certificate is required.

Travellers born on or before 31 Dec 2009 (i.e. age 13 and above by year of
birth) who do not meet the vaccination requirements above are considered
non-fully vaccinated travellers and will be subject to entry approvals, tests
and quarantine. This includes travellers who:

 1. Are medically exempted from COVID-19 vaccination
 2. Took non-WHO EUL vaccines only, and did not take the minimum dosage of WHO
    EUL COVID-19 vaccines
 3. Recovered from COVID-19 but did not complete the minimum dosage of WHO EUL
    COVID-19 vaccines

Generally, non-fully vaccinated long term pass holders and short-term visitors
are not allowed to enter Singapore unless in exceptional circumstances.

2. ACCEPTED COVID-19 VACCINATIONS FOR ENTRY

Travellers born on or after 1 Jan 2010 (i.e. aged 12 and below by year of birth)
will follow the border measures for fully vaccinated travellers, regardless of
their vaccination status.

Travellers born on or before 31 Dec 2009 (i.e. aged 13 and above by year of
birth) are considered “fully vaccinated” or “non-fully vaccinated” based on the
WHO’s list of EUL COVID-19 vaccines in the table below. Not all vaccines being
administered outside Singapore may be under the WHO EUL list.

At least two weeks before arrival in Singapore, the traveller must minimally
have taken the following WHO EUL vaccines: a. One dose of CanSinoBIO/Convidecia
vaccine; OR b. One dose of Janssen/J&J vaccine; OR c. Two doses of AstraZeneca,
Covaxin, Moderna/Spikevax, or Covishield vaccine, administered at least 24 days
apart; OR d. Two doses of Novavax/Covovax/Nuvaxovid, Pfizer/BioNTech/COMIRNATY,
or Sinopharm vaccine, administered at least 17 days apart; OR e. Two doses of
Sinovac vaccine, administered 13 days apart; OR f. Mixture of any two doses of
vaccines listed in points a-e, administered at least 17 days apart; OR g. Any of
the vaccination combinations listed in points a-f and subsequently recovered
from COVID-19; OR h. At least one dose of any WHO EUL approved vaccines listed
in points a – e, taken at least 28 days after the first COVID-19 positive
diagnosis, if traveller was not vaccinated before their first infection.

Travellers are considered non-fully vaccinated if they do not satisfy the
conditions above, which includes: a. Only vaccinated with COVID-19 vaccines not
listed above; OR b. Did not complete the minimum dosage of the vaccines
mentioned above; OR c. Recovered from COVID-19 but did not complete the minimum
dosage of the vaccines mentioned above; OR d. Medically certified to be
ineligible for any of the WHO EUL COVID-19 vaccines mentioned above.

3) ENTRY FOR AIR/SEA CREW AND PLEASURE CRAFT OWNERS

Air Crew

Arriving air crew members are not required to apply for entry approval to enter
Singapore. Flight operators and air crew should instead refer to the latest
circulars and directives issued by the Civil Aviation Authority of Singapore
concerning border and health control measures.

Sea Crew & Pleasure Craft Owners

Under the Vaccinated Travel Framework, fully vaccinated foreign Sea Crew and
Pleasure Craft owners can enter Singapore without submitting an undertaking to
MPA or ICA. If you are non-fully vaccinated, you will continue to:

 1. Submit to MPA an undertaking via this link, for having:
    1. Taken a pre-departure test within 2 days before arrival in Singapore; and
    2. Completed quarantine in your home country for at least 7 days before
       arrival.
 2. Submit the following types of applications to ICA via digitalPORT@SG:
    1. Arrival or departure immigration clearance of vessel and crew
    2. Crew sign-on or sign-off
    3. Transfer of crew from one vessel to another
    4. Extension of stay of crew

ANNEX – VACCINATED TRAVEL FRAMEWORK

An overview of the COVID-19 Vaccinated Travel Framework announced on 1 Apr 2022
can be found below for reference. This new travel framework replaces previous
SafeTravel Lanes such as the Vaccinated Travel Lane (VTL). If your 7-day travel
history consists only of countries in the General Travel Category, you will be
subject to the following border measures.

General Travel Category Countries/Regions Summary of Travel Requirements Fully
Vaccinated with WHO EUL COVID-19 Vaccines OR Travellers born in or after 2010
(i.e. age 12 and below by year of birth) Non-fully Vaccinated Traveller born in
or before 2009 (i.e. age 13 and above by year of birth) All countries/regions

No specific COVID-19 measures, but refer to the Travel Checklist for Fully
Vaccinated Travellers for a step-by-step guide for travelling to Singapore.
Certain traveller types need additional documents in order to enter Singapore
(e.g. tourist visas, yellow fever vaccinations, foreign vehicle permits) and
these are explained in the checklist.

 * Any of the following COVID-19 test, within 2 days before departure for
   Singapore:
   * COVID-19 Polymerase Chain Reaction Test (PCR Test)
   * Antigen Rapid Test (ART) which is professionally administered, or
     administered remotely
 * 7-day Stay-Home Notice (SHN) at declared place of accommodation
 * SHN-exit PCR test

If your 7-day travel history includes at least one Restricted Category country,
you will be subject to the following border measures.
