ANNOUNCING THE 2021 LOCALSMART AWARDS WINNERS

StateScoop on Wednesday announced the winners of the third annual LocalSmart
Awards, a program that highlights the inspirational people and projects making
city, county and municipal governments better.

Nominations for the 2021 LocalSmart Awards were submitted by StateScoop readers,
who made more than 250 nominations across the five categories. Nominees were
required to be current employees and recent projects in city, county or other
municipal governments.

The StateScoop team then culled the nominations to 100 people and projects
across the community. Readers cast more than 1 million votes between Sept. 6 and
Oct. 14, nearly triple the 2020 total. The 40 winners, highlighted below,
received the most community votes in their categories.

The awards, launched in 2019, have recognized more than 100 people and projects
since their inception.

The 2021 winners will be highlighted in a series of interviews in the coming
weeks.

The winners are:






KATE BENDER



GOLDENGOV: CITY EXECUTIVE OF THE YEAR

Kate Bender is the chief analytics officer of Kansas City, Missouri. Previously,
Bender served as a deputy performance officer with DataKC, a division of the
city manager’s office, where she focuses on improving the efficiency and
effectiveness of city services through data-driven decision making. Bender
helped form the DataKC office in 2009.






COLLIN BOYCE



GOLDENGOV: CITY EXECUTIVE OF THE YEAR

Collin Boyce, the CIO of Tucson, Arizona, is transforming the city to be
technology-forward. Boyce is leading Tucson’s LTE deployment — one of the
largest in the country — that has the potential to expand connectivity for over
32,000 homes that previously lacked crucial internet access needed for telework
and virtual learning amid the pandemic. Currently, Boyce is pushing Tucson to
fully embrace data analytics’ potential by leading the implementation of sensors
that will be placed throughout the city to capture everything from traffic, to
environmental or weather hazards, to reported crime. Boyce believes data can
build the bridge between government and citizens, informing better performance
and providing meaningful engagements.






WAYNE BRANNOCK

Wayne Brannock implemented an artificial intelligence and machine learning-based
solution (Theta Lake) to archive and supervise calls and chat conversations on
the city’s RingCentral platform to meet Freedom of Information Act (FOIA)
response time requirements simply, easily and quickly. Without the platform, all
requests would be handled manually, requiring significant time investment to
search through numerous calls and conversations to find the content the citizen
needed. The new processes introduce efficiency, reduce error, and modernize a
legacy process and platform.






DAVID CLOW



GOLDENGOV: CITY EXECUTIVE OF THE YEAR

CIO and Deputy Director, David Clow, led the Metropolitan Police Department’s
Technical and Analytical Services Bureau through very challenging times. He
delivered laptops and mobile computing to the members of MPDC. He also led the
team that implemented a new RMS (Arrest and Case Management system) for the
Metropolitan Police Department. That implementation moved the department from a
host-based RMS to a 90/10 hybrid cloud-based system. At the same time, Mr. Clow
implemented new IT processes that streamlined the booking process and allowed
officers to remain on the street without having to come into the station to
complete arrest paperwork.






JEANNE HOLM



GOLDENGOV: CITY EXECUTIVE OF THE YEAR

As a leader in open data, education, community-building, and civic innovation,
Jeanne Holm empowers people to discover new knowledge and collaborate to improve
life on Earth and beyond. Jeanne is the Deputy Mayor for Budget and Innovation
at the City of Los Angeles. Previously, Holm was the city’s chief data officer
as well as its deputy CIO, where she focused on bringing technical innovations
to 4 million people. Her work in Los Angeles focuses on delivering great city
services like 311, public television, and social media, and public-private
collaborations for technology innovations ranging from data science to
broadband. She was formerly the Evangelist for open data for the White House,
the leader for African open data for the World Bank, and the Chief Knowledge
Architect at NASA.








MARIA MACGUNIGAL

Maria Macgunigal is the chief information officer for the city of Sacramento,
California. Macgunigal has been at the forefront of the city’s work on
connectivity, including 5G pilot projects and efforts to close the digital
divide.
