These programs all benefit from a shared 250-acre conservation easement in the middle of the campus. Each of these site components will be discussed in detail below. DEPARTMENT OF YOUTH REHABILITATION SERVICES (DYRS) The Department of Youth Rehabilitation Services (DYRS) is responsible for the supervision, custody, and care of young people charged with a delinquent act in the District of Columbia in one of the following circumstances: * Youth who are detained in a DYRS facility while awaiting adjudication. * Youth who are committed to DYRS by a DC Family Court judge following adjudication. Youth can be initially committed to the agency until age 18 and may remain in the care of DYRS until the age of 21. The agency provides comprehensive support services to committed youth in our secure facilities as well as within the community. DYRS is designed to help young people get on the right track and successfully transition into adulthood. DYRS works with fellow District agencies, community partners, and juvenile justice experts to achieve these goals. We collaborate to implement innovative, research-based models that align with best practices in the juvenile justice and youth development fields. More information at: https://dyrs.dc.gov/ Two DYRS facilities are located in the Oak Hills Campus - the New Beginnings Youth Development Center (NBYDC), and the Violence Prevention Initiative (VPI) facility. New Beginnings Youth Development Center The New Beginnings Youth Development Center (NBYDC) is a secure and structured 60-bed male residential facility for DYRS-committed youth. Its staff consists of dedicated professionals with extensive therapeutic experience and training in implementing evidence-based practices. More information at: https://dyrs.dc.gov/service/new-beginnings-youth-development-center Violence Prevention Initiative (VPI) The goal of the Violence Prevention Initiative (VPI) is to work with young people identified in immediate risk for delinquency and to provide them with immediate services and support. Launching in the winter of 2023, the DYRS will collaborate with local stakeholders to provide intensive programming to youth who are at risk of involvement with the criminal justice system. With the goal of keeping these youth out of the criminal justice system and building upon their strengths and the strengths of their families to thrive. This will be accomplished through structured psychotherapy, group programs, and mentoring sessions as described below. VPI Campus Layout VPI proposed workforce development campus VPI proposed main campus and family shelters Partnering with DC Urban Forestry The Urban Forestry Division of DDOT is building a new milling facility to provide VPI participants the opportunity to learn woodworking and practical skills with reused wood from the District of Columbia. The wood products will be distributed to school and parks to help communities connect with their natural environment. WOODLAND JOB CORPS CENTER Job Corps provides free career training and education for 16- through 24-year-olds. Job Corps has over 120 campuses across the U.S. where students gain the experience needed to begin a career or apprenticeship, advance to higher education, or join the military. The best part? It’s free. Job Corps is committed to offering all students a safe and secure environment. Through our Zero Tolerance Student Conduct Policy, we strive to provide all students with an environment that is free from experiences of harassment, bullying, violence and drug use. The Woodland Job Corps Center offers the following training programs: * Building Construction Technology, Pre-Apprentice: Building construction technologists maintain and repair machines, mechanical equipment, flooring, plumbing, electrical systems and HVAC systems, usually in large buildings. * Carpentry, Pre-Apprentice: Carpenters follow blueprints and building plans to install and fix structures and construct and install building frameworks. * Culinary Arts: Culinary Arts professionals will work directly with food and beverages in the kitchen. * Electrical, Pre-Apprentice: Electricians install, maintain and repair electrical power, communications, lighting and control systems in homes, businesses and factories. * Hotel and Lodging: Hospitality professionals will communicate directly with customers to provide customer services at a hotel’s or other establishment’s front desk. More information available at: https://woodland.jobcorps.gov/ WINGS OVER AMERICA Wings Over America (WOA) is an environmental education/falconry rehabilitation facility on the Department of Youth Rehabilitation Service’s property in Laurel, MD. For over six years, the Earth Conservation Corps (ECC) has been partnering with the Capital Guardian Youth Challenge Academy Program providing their cadets with hands-on workforce experience. The youth have worked on various projects and in recent years have helped to prepare a 100-year old barn for the initial stages of a long-term renovation. The plan is to turn the barn into an environmental education and raptor rehabilitation center. The raptor component includes basic care of the birds such as: feeding and keeping the aviaries clean. The cadets learn how to handle the birds and even get an introduction on making falconry equipment. The cadets have also gained valuable workforce experience by working to construct an equestrian pasture ring for the horses and an aviary in the barn for the raptors. Additionally, once a month WOA offers raptor experiences at the Patuxent Wildlife Research Center. Hundreds of visitors over the course of the year were able to experience these birds of prey at the Research Center’s visitor center or during special programming. More information at: https://www.earthconservationcorps.org/wings-over-america and https://www.earthconservationcorps.org/copy-of-wings-campus NATIONAL GUARD CHALLENGE ACADEMY The Capital Guardian Youth ChalleNGe Academy (CGYCA), located in Laurel, Md. is a life intervention, dropout reintegration, and General Education Development (GED) preparatory program, run by the District of Columbia National Guard in partnership with the Office of the State Superintendent of Education for the District of Columbia. In 2013, a 40-acre rehabilitated detention center owned by the District of Columbia government was turned into a 16-building, state-of-the art educational campus for the District of Columbia National Guard’s CGYCA and in 2013, the CCGYC was recognized as an independent program. Fifty-one youths were members of the first graduating class at the new facility on Dec. 11, 2013. The academy is a 5 1/2 month long residential “military style” academy structured to promote an academic environment where students will earn a District of Columbia High School Diploma, develop leadership, job skills, and academic skills, while improving self-esteem, pride, and confidence. Now in its fourth year of operation, the campus was renamed Camp Schwartz, MG Errol R. Schwartz, District of Columbia National Guard Training Site in honor of its biggest proponent on May 15, 2017. The road leading to Maj. Gen. Errol R. Schwartz Youth Challenge Facility was also renamed: MG Errol R. Schwartz Way. The dedication also included a groundbreaking on a large construction phase on the 30-acre site, a training facility for Soldiers and Airmen within the D.C. National Guard. More information at: https://dc.ng.mil/Youth-Challenge/Capital-Guardian-Youth-ChalleNGe-Program/ CONSERVATION EASEMENT HISTORY Located at 8400 River Rd, Laurel MD 20784, this 250-acre conservation easement was conveyed in 2012 as part of a settlement between the District of Columbia and the EPA for alleged underground storage tank violations. The site is critical in anchoring future development of an environmental learning center, as the property consists of woodlands, wooded wetlands, open emergent wetlands, steep slopes, hydric soils, the Little Patuxent River, relatively natural habitat for Forest Interior Dwelling Bird Species (FIDS), and scenic value of significant public benefit from Maryland Route 32. THE PURPOSE OF THE CONSERVATION EASEMENT IS TO: * preserve open space, * protect the natural wildlife habitat (including important habitat for forest-dwelling birds), and * foster low-impact recreational uses and activities such as nature study, orienteering, hiking, fishing, and kayaking.
