Young People's Confined Space

YOUNG PEOPLE FACE THE NARROW SPACE OF POLITICS (1)

With large numbers, young people have bargaining power against change.
Unfortunately their space for politics is still narrow. What are their chances
of making a difference?

Google Translation AI.

As the largest group of voters, young people under the age of 40 have a high
bargaining power to actively engage in the political stage. The involvement of
young people requires a fair and transparent political space.

The high number of young voters can be seen from the recapitulation of the
Permanent Voters List (DPT) established by the General Elections Commission
(2/7/2023). There are 204.8 million voters who will participate in the 2024
General Election, with 56 percent coming from young voters. Specifically, the
Millennial generation (25-39 years) accounts for 68.8 million people (33.6
percent), and the Generation Z (17-24 years) has reached 46.8 million voters
(22.9 percent).

This condition directly places young voters as determinants in the 2024
elections. With the bargaining power they possess, it is only appropriate that
the existence of the youth is no longer seen only as a voting market or simply
used as "political candies" to attract support.

However, to this day, young people's involvement in politics has not fully
gained wide space, so that political regeneration has stalled.

Director of Political, Legal, Defense, and Security Policy at the National
Research and Innovation Agency (BRIN), Moch. Nurhasim, revealed that there is a
significant barrier for young people to be involved as active political actors.

This obstacle cannot be separated from the whirlwind of oligarchy, both at the
local and national levels. According to him, this is what traps political
regeneration into just a hereditary politics.

”For young people, nowadays to get ahead in the political arena, there is not
just a barrier (barrier), but there is a big wall that has no gaps. If you don't
have the privilege access, don't expect to be able to take part in active
politics," explained Nurhasim, Saturday (8/7/2023).

The continued lack of political regeneration paths is also reflected in the
measurement carried out by the Economist Intelligence Unit Democracy Index 2022.
The index measurement places Indonesia at 101st out of 147 countries in terms of
political regeneration. The average age of members of parliament in Indonesia
from the study is 51.6 years.

Along with that, the data of the age of elected members of the parliament above
50 years old continues to show an increasing trend. In the period of 2009-2014,
the proportion of legislative members above 50 years old was 40 percent, still
balanced with members of the council who are 40 years old.

Entering the term of office for 2014-2019, the elected legislative members aged
above 50 years old have increased to 45.7 percent. Furthermore, in the period of
2019-2024, the senior group of people who sit in Senayan continue to grow with a
proportion of no less than 55 percent.

NARROW SPACE

The narrow space for young people is also clearly illustrated from the landscape
of candidacy for members of the legislature. Based on data on national-level
legislative candidates (caleg) which were opened to the public in 2014, only
around 24.8 percent were filled by people with a maximum age of 40 years.
Furthermore, in the 2019 election, the proportion of young politicians who took
part in the DPR election still fluctuated at around a quarter of the share.

Actually, a political forum for young people has been provided, one of which has
been realized in political contestation regulations. Minimum age regulations for
candidates for legislative members, for example, are at least 21 years old (Law
Number 7/2017). The same goes for the minimum age for gubernatorial candidates
is 30 years old and for regents and mayors is at least 25 years old (Law Number
10/2016).

> The measurement of the index places Indonesia in the 101st position out of 147
> countries in terms of political regeneration.

However, it cannot be denied that access for young people is still limited. In
addition to access privilege, two other factors are political maturity and party
cadre management.

Member of the Board of Trustees of the Elections and Democracy Association
(Perludem), Titi Anggraini, revealed that there is a strong perspective towards
young people who are still considered to be insufficiently capable of
participating in politics.

“There is a stigma that young people do not have sufficient competence. On the
one hand, political parties do not fully have a clear scheme for young people.
The relations that are built within the party are influenced by the cadre
process which is managed through seniority," said Titi in a discussion with
Kompas Research and Development in Jakarta, Wednesday (5/7/2023).

POTENCY

"In order to broaden the political space for the young generation, support from
political elites is needed, both from those in government, legislative, and
political parties."

The results of qualitative analysis through the Quality Scorecard Deployment
(QSD) matrix modeling conducted by Kompas Research and Development show that
there are three priority aspects of action that can be taken to increase youth's
political contribution.

The first priority is the need to encourage the political will or will of the
elite to be more pro-young. This political support is in the form of a real
commitment as outlined in real regulations and programs.

The next aspect that is equally important to do is to ensure that the political
party cadreship process runs properly. Lastly, there are various policies that
support the existence of young people to be able to engage in active politics.

This analysis finding was confirmed by the explanation of the Director General
of Politics and Public Administration, Ministry of Home Affairs, Bahtiar.
According to him, the government sees the urgency for young people to be
involved in practical politics, especially to ensure that the process of
political cadres continues to run.

KOMPAS/LASTI KURNIA

A number of independent young volunteers, who are not affiliated with any
political or social groups, went down in the afternoon to help collect trash in
the Patung Pak Tani and Balai Kota areas in Jakarta on Friday (4/11/2016).

"The current regulations are not yet maximizing the facilitation for youth to
actively engage in politics. There needs to be a comprehensive change to
political regulations so that it can provide a wider space for the youth," said
Bahtiar, who was met in his office in Jakarta on Monday (26/6/2023)."

In line with that, the young politician who currently serves as a Special Staff
to the Minister of State Secretary for Communication and Media, Faldo Maldini,
also highlights the access for young people to engage in political activities.

"The political arena or current elections need to be prepared more fairly and
transparently," Faldo said during an interview in Jakarta on Tuesday
(20/6/2023). According to him, this transparency makes the election not only
prioritize financial capital but also emphasizes the competition of ideas."

However, despite all the limitations of access, on one side, the youth continue
to be creative in expanding space and even breaking through political barriers.

Many collective actions initiated by young people through social media
networking have successfully voiced the interests of the public or criticism on
strategic issues such as the posting of damaged roads in several areas in the
country.

A series of creativity and innovation that is adaptive to current trends
strengthens the superior position of young people besides their existence as a
large political voting group.

These capitals and capabilities should be converted into strength to break
through political barriers and present more and more organic and competent
cadres of national leaders in the future. (COMPAS R&D)
