RATE MOVE WILL BE A HIKE”, BUT GAVE BACK GAINS OVER THE DAY

 * On rate cuts: “I don’t know how long it’ll take. I can just say that when we
   get that confidence then rate cuts will be in scope, and I don’t know exactly
   when that will be.”

 * Powell suggested cuts require “sufficiently” restrictiveness: “I do think the
   evidence shows pretty clearly that policy is restrictive and is weighing on
   demand. We believe over time it will be sufficiently restrictive.”
