ABOUT LETTER OF CREDENTIALING & PRIVILEGING (LCP)

Malaysian medical doctors who plan to practice Aesthetic Medicine are required
to undergo an assessment outlined by the Malaysian Ministry of Health. Since the
practice of Aesthetic Medicine is not regarded as a specialty, the Ministry of
Health provides qualified doctors a Letter of Credentialing & Privileging (LCP),
which says that the holder of this credential is privileged to practice
Aesthetic Medicine. Therefore, a medical doctor in Malaysia who wishes to
practice Aesthetic Medicine must have his / her Letter of Credentialing &
Privileging (LCP).

However, the process has some prerequisites that needs to be fulfilled, such as
being fully registered with Malaysian Medical Council, in possession of a valid
APC, be in practice for a minimum of 2-years, and of course, being able to pass
the LCP exam conducted by the Malaysian Ministry of Health. Doctors who are new
to Aesthetic Medicine are encouraged to attend a comprehensive training program
that will not only coach doctors in Aesthetic Medicine, but also draft the
pathway to operate a successful Aesthetic business operation.

HOW TO APPLY FOR LCP?

The Ministry of Health Malaysia together with the relevant professional bodies,
formed a task force known as the Main LCP Committee to prepare the Guidelines on
Aesthetic Medical Practice for Registered Medical Practitioners and to monitor
the LCP process for Malaysian Medical Doctors.

The Main LCP Committee is chaired by the Director General of Health, who then
appoints a Sub-Committee that implements the directives of the Main Committee.
The members of the LCP Committee are to act unprejudiced, without favour or
favouritism, and to monitor the assessment affairs, professionally.

Doctors have the right to appeal to the Main Credentialing and Privileging
Committee of Aesthetic Medical Practice if they feel the decision following the
exam is unfavourable or if the exam was misconducted. The Main Credentialing and
Privileging Committee of Aesthetic Medical Practice has the right to review the
decision made by the secretariat or the sub-committee of the relevant chapters
in situations of complaints made by applicants or irregularities in the issuance
of the LCP.

Doctors who wish to practice Aesthetic Medicine in Malaysia are required to
undergo an assessment conducted by the Ministry of Health, Malaysia. Doctors who
pass the exam will have their names registered in the National Registry of
Registered Medical Practitioners Practising Aesthetic Medical Practice, which is
maintained by the Medical Practice Division, Ministry of Health Malaysia.

There are few prerequisites which doctors need to fulfil before being eligible
to apply for the LCP exam.This includes:

 * Registered with Malaysian Medical Council.
 * Valid Annual Practicing Certificate.
 * Minimum of 2 years in private practice.
 * Free from disciplinary action.
 * Undergone a structured training as outlined by the Main LCP Committee.

WHO REGULATES LCP MALAYSIA?

The LCP Committee and relevant guidelines were enacted to regulate the practice
of Aesthetic Medicine in Malaysia. Medical Doctors in Malaysia who want to
practice Aesthetic Medicine should fulfill certain prerequisites before being
able to apply for the LCP exam. The Ministry of Health (Malaysia) has outlined
the guidelines for practicing Aesthetic Medicine in Malaysia to regulate the
practice. The Letter of Credentialing and Privileging is valid for 3 years and
was initially renewable for free upon endorsement by the Main Credentialing and
Privileging Committee of Aesthetic Medical Practice. However, at the moment, the
LCP is renewed by paying a fee of RM 450 to PDEBM society. The Ministry of
Health (Malaysia) and relevant committees has set up different divisions to
monitor the practice of Aesthetic Medicine in Malaysia. This includes:

 * The Private Healthcare Act.
 * The LCP Committee for Aesthetic Medical Practice.

IMPORTANCE OF GETTING LCP IN AESTHETIC MEDICINE


DOCTORS WHO PERFORM AESTHETIC MEDICAL PROCEDURES WITHOUT THEIR LCP ARE IN
PROFESSIONAL MISCONDUCT. SIMILARLY DOCTORS WHO “RENT” LCP FROM OTHER DOCTORS ARE
ALSO EQUALLY IN MISCONDUCT.

WITH THE LCP, THE MEDICAL PRACTITIONER’S NAME WILL BE LISTED IN THE NATIONAL
REGISTRY OF REGISTERED MEDICAL PRACTITIONERS PRACTICING AESTHETIC MEDICAL
PRACTICE AND THEY CAN PRACTICE AESTHETIC MEDICINE LEGITIMATELY.

REQUIREMENTS TO APPLY FOR THE LCP EXAM

Doctors need to fulfill the following requirements before being able to apply
for the LCP exam:

 * Registered with Malaysian Medical Council.
 * Valid Annual Practicing Certificate.
 * Minimum of 2 years in private practice.
 * Free from disciplinary action.
 * Undergone a structured training as outlined by the Main LCP Committee.

Doctors who fulfil the above requirements can attempt to apply for the LCP
credentials. However, doctors who are new to Aesthetic Medicine are advised to
attend a detailed training program in Aesthetic Medicine to prepare for the

APPLYING FOR KKM-LCP EXAM

The National Registry of Registered Medical Practitioners Practising Aesthetic
Medical Practice has three chapters, with the LCP being awarded according to
their discipline:

 * Chapter 1: Registry for General Practitioners Practising Aesthetic Medical
   Practice.
 * Chapter 2: Registry for Medical Specialists Practising Aesthetic Medical
   Practice.
 * Chapter 3: Registry for Surgical Specialists Practising Aesthetic Medical
   Practice.

Each Chapter has its own set of procedures and is governed by its own committee
or society.

The process starts with the submission of duly completed LCP application form
along with the relevant attachments to the Secretariat for LCP Committee
(Chapter I). The Secretariat for Chapter 1 shall verify and compile the related
documents and will then forward the related documents to the Main Credentialing
and Privileging Committee of Aesthetic Medical Practice through the Medical
Practice Division, Ministry of Health Malaysia. Upon vetting the entry
requirements, successful Doctors will be called for the exam by the Medical
Practice Division, Ministry of Health Malaysia, based on a queued waiting list.
  

Doctors can select the clinical procedures they intend to do in the list of
procedures in the LCP application form and must complete a specified number of
procedures and document it into the Logbook accordingly. Please note that the
doctor will be assessed on all scopes of Aesthetic Medicine irrespective of
their clinical selection in the LCP application form during the Part I theory
MCQ assessment. However, for the Part II viva, only selected procedures will be
assessed. For example, a doctor who selects just Chemical Peel will be assessed
on all other topics during the theory MCQ exam, but he / she will only be
assessed on Chemical Peel during the viva.

the International Institute of Wellness & Aesthetic Medicine for updated
information.

PREPARING FOR LCP EXAM

Doctors who fulfill the prerequisites will be called for the LCP exam, which
comprises of 2 parts. This includes:

 * Part I - Theory (MCQ)
 * Part II - Viva

The course contents includes:

 * Introductory Module to Aesthetic Medical Practice
 * Aesthetic Medical Practice Modules

In order to pass the theory MCQ exam, doctors must be well versed with the basic
fundamentals of Aesthetic Medicine, including ethics, safety and medico-legal
issues related to Aesthetic Medical Practice. Doctors will be assessed on the
six modules, which includes Chemical Peels, Lasers, Intense Pulse Light, Energy
Devices, Botulinum Toxin & Dermal Filler.
