changes in federal poverty levels. A family can earn more now and still qualify

In observance of Alcohol Awareness Month, North Dakota Health and Human Services
(HHS) wants to highlight the positive changes in the state related to alcohol
use.

North Dakota communities are coming together and investing in substance use
prevention with a common goal to create safe and healthy individuals, families,
businesses and communities. According to the 2021 North Dakota Youth Risk
Behavior Survey, alcohol use among high school students went from 59.2% in 2001
to 23.7% in 2021.

U.S. living with a permanent brain injury-related disability – that’s one in 60
Americans.

FEBRUARY 7-14 IS CONGENITAL HEART DEFECT AWARENESS WEEK

According to the Centers for Disease Control and Prevention, about one in four
babies born with a heart defect has a critical congenital heart defect. Critical
congenital heart disease is a group of serious heart conditions present at
birth. These conditions may affect the heart’s shape, how it works or both.
Birthing facilities in North Dakota are required to screen babies for critical
congenital heart disease when they are born. North Dakota Health and Human
Services (HHS) supports these screening efforts to ensure all babies are
screened for certain rare, but serious health conditions at birth.

ND CHILD SUPPORT ACHIEVES RECORD-HIGH COLLECTION RATE

North Dakota Health and Human Services (HHS) today announced the agency’s Child
Support Section achieved a record high collection rate of 77.4% for the current
federal fiscal year.

The collection rate reflects nearly $90 million that parents paid and received
of the $116 million of current support that was due in the last year.

This record high excels in comparison to the national average in 2022, which was
64%. Historically, North Dakota has been a national leader in achieving high
collection rates, consistently ranking within the top five states.

The North Dakota Health and Human Services (HHS) Behavioral Health Division is
encouraging eligible North Dakota public, private and tribal elementary and
secondary schools to apply for the Behavioral Health School Grant program.
Special education units and school districts that billed North Dakota Medicaid
during the 2022-2023 school year are eligible to apply and use the funds to
enhance their behavioral health services and supports for students.

HHS ANNOUNCES THE ND OPIOID SETTLEMENT FUND GRANT

The North Dakota Health and Human Services (HHS) Behavioral Health Division
today announced the North Dakota Opioid Settlement Fund Grant and the
opportunity to submit applications for grant funding.  

National opioid settlements have been reached with opioid manufacturers and
distributers, and North Dakota is one of the many states that participated in
these settlements. A requirement for states receiving the settlement funds is
the establishment of an advisory committee and utilizing the funds in a way that
aligns with Exhibit E of the settlement documents.

LIHEAP is a federally funded program offered through the state that provides

amount varies based on the number of people living in the household, total
household income, heat source, and other factors.

to choose to be immunized against respiratory infections to prevent serious
illness.

These infections, which include influenza, respiratory syncytial (sin-SISH-uhl)

fall and winter. During the 2022-2023 season, these viruses placed a heavy
burden on families and health care systems.

and nationwide. In the last five years, 30 North Dakota children were killed due
to motor vehicle crashes. Of those children, 30% were unrestrained. Children who

INCREASE OF WEST NILE VIRUS CASES REPORTED IN NORTH DAKOTA

The North Dakota Department of Health and Human Services (HHS) has seen a rise
in reported West Nile virus (WNV) cases in recent weeks. State health officials
are reminding people to continue taking precautions against mosquito bites that
can cause WNV infection. 

As of Aug. 22, North Dakota reported nine human WNV cases, with additional cases
pending further results. Of the nine cases, eight were hospitalized, and seven
were neuroinvasive cases. In addition to human cases, three birds and 22
mosquito pools have also tested positive for WNV.

Family Services Section has $700,000 available in 2023 for grant funding for

stability and preventing children from entering foster care. The grants will be
open until all funds are allocated or the deadline of Dec. 31, whichever comes
first.

North Dakota Health and Human Services (HHS) is urging North Dakotans who
receive ND Medicaid renewal forms, also known as review forms, to complete and
return them to a human service zone office within 30 days to ensure continued
coverage, if they still qualify.  

On May 31, about 13,100 ND Medicaid members were due for a renewal and only
about one in three members who were sent a renewal form returned it, which means
4,421 people were disenrolled on May 31 even though many may still qualify for
coverage.

seeking public comment on an amendment of its Medicaid 1915(c) waiver for
medically fragile children. The waiver allows Medicaid to pay for services for
children ages three to 18 who are medically fragile. The goal of this waiver is
to provide services that assist families in keeping their children home instead
of having to place them in a nursing facility or hospital to receive needed
care.

Dakota children will be able to receive food assistance this summer.

The Pandemic Electronic Benefits Transfer, or P-EBT for short, will benefit two
different groups: children ages 0-5 whose households receive Supplemental
Nutrition Assistance Program (SNAP) funds, and school-age children who are
eligible for free or reduced-price school meals.

As medical care and treatment have improved, babies and children with birth
defects are living longer and healthier lives. Recent reports show that rates of
infant deaths due to birth defects have declined by 10% in the United States.
However, every 4½ minutes a baby is born with a major birth defect in the United
States. That’s why North Dakota Health and Human Services (HHS) is promoting
Birth Defects Prevention Month and working to increase awareness.

the payment portal, called the Self Service Portal. The payment process will
also change to align with the process most providers use of billing families in

Today, the North Dakota Department of Health and Human Services (HHS) Public
Health Division responded to the final report of an audit of the Department of
Health conducted by the Office of the State Auditor that covered the biennium
ending June 2021.

“The auditor’s office spent over one year completing their inquiry. During this
time, they reviewed testing of compliance and financial records, contact
tracing, COVID-19 deaths, COVID-19 vaccine storage, handling and distribution,
COVID-19 testing and reporting, and COVID-19 dashboards and information systems
and had no findings for these areas,” said HHS Public Health Division Executive
Director Dirk Wilke.

PARENTS WARNED NOT TO RUSH THE TRANSITION FROM BOOSTER SEATS

During National Child Passenger Safety Week, September 18-24, 2022, the North
Dakota Department of Health and Human Services (HHS) in partnership with Vision
Zero warns parents and caregivers not to transition their children from a belt
positioning booster seat to only a seat belt too early. Children who use a belt
positioning booster seat in the back seat of the car are 45% less likely to be
injured in a crash than children who use only a seat belt.

WARNING ISSUED ABOUT POTENTIAL RABIES EXPOSURE - UPDATED SEPTEMBER 16

North Dakota Health and Human Services (HHS) was notified on September 16, 2022,
that the raccoon identified in connection with the incident at the Maddock Bar
tested negative for rabies.

HHS issued a statement on September 13 regarding the situation, as at that time
the whereabouts of the raccoon were still being determined.

This month, North Dakota’s Health and Human Services agency’s Behavioral Health
Division wants to raise awareness about programs and services that can support
people in recovery, celebrate North Dakotans and their family members in
recovery and recognize the dedicated individuals who provide the prevention,
treatment and recovery support services that make recovery possible.

STATE AGENCIES ENCOURAGE SAFETY AROUND LIVE POULTRY TO AVOID ILLNESS

North Dakota Health and Human Services (HHS) and the North Dakota Department of
Agriculture (NDDA) encourage people who come into contact with live poultry to
take precautions to avoid illness. Contact with live poultry or their
environments can be a source of germs such as Salmonella, Campylobacter, and E.
coli. There is also a potential for infection with avian Influenza A virus.

in reported West Nile virus (WNV) cases in recent weeks. State health officials

YOUTHWORKS FACILITY IN MINOT JOINS LIST OF CERTIFIED YOUTH SHELTER CARE SITES

Youthworks facility in Minot has become certified to provide temporary shelter
for children ages 10-17 to help prevent foster care placements. Certification
means the facility can receive state funding.

recommendation from its Advisory Committee on Immunization Practices (ACIP) of
two newly available bivalent COVID-19 vaccines for use as a single-dose booster
in individuals 12 years and older.

BURGUM: HEALTH, HUMAN SERVICES NOW UNITED AS ONE DEPARTMENT TO SERVE NORTH
DAKOTA CITIZENS

Gov. Doug Burgum announced that the integration of North Dakota’s Department of
Health and Department of Human Services into one Health and Human Services (HHS)
agency is effective today, Sept. 1, 2022.

The agency will be led by HHS Commissioner Chris Jones. State Health Officer Dr.
Nizar Wehbi will provide vision, leadership and consultation on state health
priorities.

“North Dakota’s Department of Health and Department of Human Services have a
long history of working together to serve North Dakotans,” Burgum said. “Today
the two departments have officially integrated into one agency, and we are
deeply grateful for the hard work so many team members have invested in this
effort. As a unified health and human services team, HHS has the opportunity to
transform the citizen experience and help North Dakota become the healthiest
state in the nation.”
