(FOUR-YEAR FIXED TERM CONTRACT WITH POSSIBILITY OF PERMANENT EMPLOYMENT),

Are you highly experienced in banking, project finance or financial management
within an international or development organisation, engineering or construction
firm, consultancy or financial institution? Do you have a good knowledge of
development banking and technical financial writing? Then you can play a key
part within the Projects Division of the Loans & Social Development Directorate
of the Council of Europe Development Bank.

Bringing together 42 member countries, the CEB finances and responds to
emergency situations and actively enhances the living conditions of the most
disadvantaged groups. Strengthening social cohesion and building thriving
communities in Europe and beyond, we drive inclusive growth, bolster economic
sustainability – and create exceptional careers.

Under the guidance of the Head of Projects Division, you will apply your
in-depth knowledge of member states’ economic, political and cultural
environments to identify opportunities to finance projects that add real social
and environmental value. Liaising closely with national, regional and local
authorities, as well as public and private sector stakeholders, you will drive
your projects forward, whilst analysing and managing all technical issues. At
the same time, you will prepare elaborate financial proposals and relevant
documentation for our committees, draft contracts and legal guidelines, manage
disbursements and make presentations to our Administrative Council, so you can
expect exceptional responsibility and visibility. What’s more, you will
represent the Bank at workshops and conferences, manage consultants and
contribute to strategic documents and working groups, giving you a high profile
both internally and externally.


TO JOIN US, YOU WILL HAVE:

 * A degree-level education in economics, social sciences or a related
   discipline;
 * Deep understanding of financial statements, capital markets, lending
   practices and budget processes;
 * A proven record in assessing projects from technical, sector, legal, risk and
   procurement standpoints;
 * Experience of blending loans and grants (ideal but not essential);
 * An excellent command of English and good knowledge of French (or willingness
   to reach this level), preferably backed by familiarity with another European
   language.
