These figures seek to illustrate how Nashville's recent growth has impacted the expansion of local bars and beer sellers; however, feel free to utilize this tool to draw what ever conclusions you would like! OFF SALES means a permit issued by the metropolitan beer permit board to a retailer engaged in the sale of beer which is not to be consumed by the purchaser upon the premises of such permittee. ON & OFF SALES See On Sales and Off Sales, and then smush them together. SPECIAL means an on-sale beer permit issued by the metropolitan beer permit board to a retailer engaged in the sale of beer in conjunction with activities which will last for a specified period of time, including, but not limited to, fairs, bazaars, and similar public or private social events. WHOLESALES means a permit issued by the metropolitan beer permit board to distributors, manufacturers, brewers of any branch of a brewery or manufacturer selling beer solely to retailers.
