MINISTER

Siniša Karan was born in 1962, in the town of Beli Manastir (Republic of
Croatia). He graduated from the Faculty of Political Sciences in Sarajevo and
gained his Master’s degree at the Faculty of Law, University of Banja Luka. In
2009, he earned his PhD title in Law. Prof. Karan is full professor in the field
of Theory of the State and Law at the Faculty of Legal Sciences at the
Pan-European University of ‘Apeiron’ (Banja Luka, the Republic of Srpska) and at
the Faculty for Security and Protection of the Independent University of Banja
Luka. Prof. Karan authored several textbooks in the field of constitutional law
as well as more than 30 scientific and professional papers.
He worked in various law enforcement agencies on the following positions:
Commander of the Kupres Police Station, Secretary of the Secretariat of the
Interior in Kupres, Head of Department for Countering Crime, the Public Security
Station, Municipality of Centar (Sarajevo), Head of the Administration for
Countering Crime of the Republic of Srpska Ministry of the Interior, Head of
Criminal Investigation Department, and Head of Financial Intelligence Department
within the State Investigation and Protection Agency (SIPA) of Bosnia and
Herzegovina.
In 2008, Prof. Karan started working at the Office of the Republic of Srpska
President as a Security Adviser, and from 2009 to 2019 he performed the duty of
the Secretary General of the President of the Republic of Srpska. In November
2016, he was appointed the arbitrator of the Republic of Srpska in the
arbitration process regarding the disputed part of the border on the territory
of the Municipality of Brčko. In November 2018, he was appointed Chairman of the
Council for the Protection of the Republic of Srpska Constitutional Order. From
January 2019 to December 2022, he performed the duty of the Secretary General of
the Republic of Srpska Government.

HEAD OF THE OFFICE OF THE MINISTER

Ms Dragica Đukić, was born on 23 October 1963 in Mraovo Polje, Kostajnica
Municipality. Bachelor of Laws by profession, she has also passed the bar exam.
Her first job was at the position of judge trainee at the Municipality Court in
Hrvatska Kostajnica.
She was employed with the Republic of Srpska Ministry of the Interior in 1993,
and has since performed tasks at the following positions: inspector for
countering juvenile delinquency and drug addiction, inspector for searching
activities, crime police inspector at the Division for preventing general crime,
head of Division for criminal intelligence analyses, deputy head of Crime Police
Administration, head of the Inspectorate for revisions and inspections, head of
the Inspectorate for standardisation of regulations and procedures and data
protection, chief disciplinary prosecutor, member and then the President of the
Police Board. From 1 February 2019, she is performing the tasks of the Head of
the Office of the Minister. She is married and has two children.

Sanja Dragičević, was born in 1976 in Kotor, Montenegro. She graduated from the
Faculty of Philology, University of Belgrade in 2000. She has been working at
the Ministry of the Interior of the Republic of Srpska since 2001. She worked at
different positions within the Office of the Minister, and it is from the
position of the Head of Department for European Integration that she was
appointed Chief of the Cabinet of the Minister of the Interior in January 2015.

DUTIES

Organizes activities of the Cabinet, directly performs administrative tasks and
undertakes protocol activities for the Minister, receives information and
cooperates with other bodies of the republic administration, coordinates
activities and organizes the schedule for meetings the Minister is invited to
attend, prepares official correspondence documents by the order of the Minister,
makes sure that the duties of the Minister are fulfilled timely and in
accordance with law, and performs other activities by the order of the Minister.
The Chief coordinates the activities and cooperation of the Minister with bodies
and institutions of the Republic of Srpska, Bosnia and Herzegovina, other
countries and international organizations which the Ministry is a part of. The
Chief reports directly to the Minister about their work. The Chief's engagement
lasts as long as the Minister's mandate.

HEAD OF ADMINISTRATION

Ms. Divna Lovrić-Bojanić, was born in Banja Luka. Upon graduating from the
Military Technology Faculty in Zagreb, the narrow scientific field of rocket
technology, she became electronics engineer. Her first job was with the aviation
institute ‘Kosmos’, in the Sector for research and development. She has been
employed with the Ministry of the Interior of the Republic of Srpska since 1999,
and she has performed tasks in the following positions: from 1 April 1999 –
designer of IT systems, from 1 September 2002 – chief engineer for computer
networks, from 1 August 2005 – Deputy to the Head of the Administration. She has
been performing duties of the Head of the Administration since 1 February 2002.

OBLIGATIONS

UICT Administration plans, organizes, realizes and supervises activities in the
field of information-communication technologies at the Ministry of the Interior
of the Republic of Srpska through making projects, implementing and
administrating the integrated system of information and communication of the
Ministry.

The Administration designs the Security plan for the information and
communication system of the Ministry, in accordance with the Law on Information
Security and bylaws, Law on protection of personal data of Bosnia and
Herzegovina, Law on protection of Secret data of Bosnia and Herzegovina; creates
Security policy for the information and communication(IC) system of the
Ministry; follows regulations and proposes normative regulations from the field
of ICT. The Administration manages activities related to the improvement and
protection system development for IC systems, plans and introduces appropriate
technologies and procedures and defines data protection mechanisms. It
determines and organizes the unique functional system for electronic processing,
transfer, cryptographic protection and classified data exchange within the
Ministry and is dedicated to its maintenance and functioning. It coordinates the
activities in the field of ICT application with organizational units of the
Ministry at the headquarters and public security center and instructs and
supervises the activities of internal organizational units in accordance with
the line of work of the Administration. It suggests and organizes expert and
specialist trainings and other ways of training for the employees.

The ICT administration conducts activities related to:

 * application of the new IC technologies in the work of the Ministry;
 * planning, administration and protection of IC infrastructure of the Ministry;
 * planning, development, and administration of applications and data base of
   the Ministry and their implementation in accordance with the law;
 * planning and introducing the Internet service and electronic services, public
   key infrastructure, as well as infrastructures of digital signature, digital
   certificate, digital document, integrated solutions for the transmission of
   data, speech or images;
 * managing projects implemented by the Ministry for the purpose of law
   implementation and work improvement;
 * electronic data exchange with other institutions;
 * providing technical support for the end users within the Ministry 24/7/365 –
   Help Desk

Srđan Obradović, was born on October 22, 1981, in Sarajevo. He finished ‘’Sveti
Sava’’ Grammar School in Prijedor and graduated from the Faculty of Law in Banja
Luka. He has been employed within the Republic of Srpska Ministry of the
Interior since 2010. In the Administration for Legal Affairs and Human
Resources, he performed the tasks and activities of an intern, senior expert
associate, chief of section, head of department, and deputy head of
administration. He has been the Head of the Administration for Legal Affairs and
Human Resources since January 4, 2021. He is married and father of two children.

Administration for Legal Affairs and Human Resources conducts the following
activities:

 * to monitor, study and observe the effect and consequences of laws and other
   regulations and expert explanations in the field of internal affairs, and
   based on these, to propose and participate in creating amendments to them;
 * to analyze the causes and consequences of irregularities and omissions in the
   work of the internal organizational units of the Ministry and suggests
   measures to eliminate them;
 * to monitor the timeliness of adopting general regulations for implementing
   laws and other regulations in the field of internal affairs and their
   compliance with the law;
 * to provide expert opinions related to certain legal issues
 * to supervise the implementation of administrative internal affairs within
   organizational units of the Ministry
 * to conduct appellate legal procedure based on citizens’ complaints about
   solutions of basic organizational units in the field of administrative
   internal affairs, and first instance procedures in that field which is in the
   competence of the Ministry at the headquarters;
 * to monitor and analyze personnel situation and realization of personnel
   policy;
 * to monitor and analyze the functioning of the organization of the Ministry;
 * to take care of education and professional training of the employees;
 * to prepare decisions for resolving employment status;
 * to conduct all types of medical examinations for the Ministry;
 * to provide primary health care for the employees, students of the Police
   Academy, as well as participants of the courses and seminars.

HEAD OF ADMINISTRATION

Ms. Branka Savić was born on 7 May 1963 in Banja Luka, where she finished
primary and secondary school. She graduated from the Faculty of Economics in
Banja Luka. In Belgrade, Serbia, she completed her post-graduate studies and
defended her doctoral thesis thus becoming a PhD in Economics. During the
previous period, Ms. Savić performed tasks on the following positions: from 1986
to 2000, she worked as chief of accounting, chief of financial operations and
head of the Sector for Finance at ‘Kosmos’ J.S.C.; from 2000 to 2005 she worked
as head of Finance department at the Pension and Disability Insurance Fund of
the Republic of Srpska; from 2005, she was the coordinator for introducing
treasury operations in the City of Banja Luka, and then the chief for budget
implementation; from 2008, she worked as internal auditor for the City of Banja
Luka and all its budget beneficiaries, and then as the manager of the Department
for performing internal audits at the Administration of the City of Banja Luka.
On 1 May 2015, she started performing tasks of the Head of the Administration
for material-financial and property affairs at the Republic of Srpska Ministry
of the Interior.

Duties of the Administration for material- financial and property affairs are
the following:

to prepare and realize the modernization programme of the bodies within the
Ministry, to manage financial resources of the Ministry of the Interior by using
treasury operations, to make financial reports, and be responsible for the
planning process as well as all financial operations, to conduct centralized
procurement of materials and services, to realize capital projects, to procure
weapons and equipment for the police as well as official vehicles for the needs
of the Ministry, to maintain vehicle fleet of the Ministry, to perform
accounting and financial, as well as property related legal activities of the
Ministry, to prepare analyses and information on the balance and movement of
material and financial resources, to perform all the activities related to
building, reconstruction, adaptation and equipping the facilities of the
Ministry, to keep records of the housing fund of the Ministry, to cooperate with
the corresponding bodies and organizations of the Republic, business banks,
property and persons insurance communities, and other institutions related to
performing activities and tasks in the work domain of the Ministry.

Mr. Mile Šikman, PhD, was born on 16 July 1979 in the town of Jajce, Bosnia and
Herzegovina. He graduated from the Police Academy in Belgrade, Serbia, in 2002,
as the best student in the class. In addition, he obtained an MA in Security
sciences and a PhD in legal sciences. He has been employed at the Ministry of
the Interior since 1998. He has been performing tasks as the Head of
Administration for Police Education since 15 February 2009.

Administration for Police Education conducts the following activities:

 * to organize, conduct and supervise education, vocational training and
   professional development of personnel to work with the Ministry and other
   police agencies;

   competence and activities of the Administration;
 * to provide boarding school conditions for accommodation and food for the
   students of the Higher School of the Interior and participants in all types
   of trainings conducted at the College of the Interior that meet the
   requirements for accommodation and food at the boarding school;
 * to keep records and documentation on educational activities;
 * to issue documents on the level of qualification upon graduation and
   professional training;
 * to realize the necessary cooperation with institutions of higher education
   and other institutions in the field of scientific and business cooperation;
 * to use the services provided by the University of Banja Luka, in accordance
   with the agreement on associated membership;
 * to conduct scientific and research activities, as well as publishing;

Republic Administration for Civil Protection used to be a part of the Ministry
of Defence of the Republic of Srpska until 1997. The same year, the Law on Civil
Protection in the Republic of Srpska was passed. The Republic Administration for
Civil Protection became a part of the Ministry of the Interior of the Republic
of Srpska on 1 January 2009. The essence of the activities of the Republic
Administration for Civil Protection is raising the efficiency level of civil
protection system of the Republic of Srpska, that is, increasing the ability of
the system to resist natural and other disasters primarily through prevention
and efficient operational activities in case of natural or other disasters. The
headquarters of the Republic Administration for Civil Protection are in Istočno
Sarajevo.

SERVICE FOR THE PROTECTION OF THE INTEGRITY AND LEGALITY OF THE OPERATIONS

HEAD OF ADMINISTRATION

Mr Milosav Savković was born on 14 August 1973 in the town of Jajce, BIH, where
he finished primary and secondary school. In 2003, he finished the College of
the Interior, and in 2005, he graduated from the Faculty of the Interior as a
Bachelor of Laws of the Interior. He was employed with the Republic of Srpska
Ministry of the Interior from 1994 to 2006, and during this period, he performed
the activities of a policeman and a crime inspector at PSS Jajce, SSC Bijeljina,
SSC Banja Luka and the Crime Police Administration. In 2006, he became a member
of the Special Department for Countering Corruption and Organised Crime -
Special Prosecutor’s Office of the Republic of Srpska as an inspector for
criminal offences in the field of organized crime and most serious forms of
economic crime. He returned to the Republic of Srpska Ministry of the Interior
in July of 2016 to perform the activities of a crime inspector within the Crime
Police Administration, and in September the same year, he was appointed head of
the Department for countering organised crime and narcotic drugs in Banja Luka
Police Administration. Mr Savković performed the tasks of the head of the
Administration for Countering Organised and Serious Crime from January 2019 to
December 2020, when he was appointed head of the Service for the protection of
the integrity and legality of the operations of the Republic of Srpska Ministry
of the Interior.

HEAD OF THE TRAINING CENTRE

Mr Vedran Simić was born on 8 November 1981 in the town of Travnik, BIH. He
finished primary school and the Secondary School of Internal Affairs in Banja
Luka, and in 2000, he was employed with the Republic of Srpska Ministry of the
Interior. Upon completing his studies at the Faculty for Security and
Protection, he became an LL.B. of Security and Criminal Justice.
Over the years of police service, he performed tasks at the following positions:
a police officer at Potkozarje PS, police officer specialized for countering
terrorism, leader of the group for countering terrorism, ‘A’ team commander at
Special Police Unit, platoon commander at the Unit for primary and specialized
training – Police Academy, ‘C’ team commander, inspector – coordinator of police
negotiators at Special Police Unit, assistant commander for operational and
teaching affairs at Special Police Unit, and deputy commander at Special
Anti-Terrorist Unit.
In December 2020 he was appointed head of the Training Center. He is married and
a father of three children.

DUTIES

Activities of the Training Centre are the following:
- to organize and implement police training in the field of professional
education and training of police officers,
- to provide support to the Special Anti-Terrorist Unit and Administration for
Police Training in the realization of training,
- to draft bylaws and acts related to the competence and activities of the
Training Centre,
- to coordinate, organize, and direct the work of Units, teams, and departments
of the Training Centre,
- to cooperate in creating the Program for Training Police Officers,
- to provide professional assistance,
- to perform instructive guidance with the aim of better implementation of the
Program,
- to propose measures for improving professional training,
- to initiate and provide proposals for creating curricula,
- to issue certificates on the level of professional education when professional
training is finished, and
- to keep the necessary records.
