UNION TRAINING ASSISTANCE PROGRAMME

 * Union Training Assistance Programme

The Union Training Assistance Programme (UTAP) is supported by the
NTUC-Education and Training Fund (NETF) set up to help our working people in
skills upgrading and re-skilling. NTUC members are able to enjoy training
subsidies under:

 1. Union Training Assistance Programme (UTAP)
    Union members can tap on more than 5,300 training courses to enjoy course
    fee subsidy, capped at a maximum of $250 per year, under the Union Training
    Assistance Programme (UTAP) supported by the NETF.
    
 2. Enhanced UTAP
    Union members aged 40 and above get a further boost to upskill, with higher
    course fee subsidy, capped at $500 per qualifying member per year.
 3. UTAP for Online/Blended Courses by Institutes of Higher Learning

WHAT IS UTAP?

Union Training Assistance Programme (UTAP) is a training benefit for NTUC
members to defray their cost of training. This benefit is to encourage more
union members to go for skills upgrading.

 


DID YOU KNOW?

NTUC Union Members aged 40 and above will get an increase funding support from
$250 to $500*.

*This applies for courses attended from 1 July 2020 to 31 December 2022.


HOW TO APPLY FOR UTAP?

Step 1: Click on ‘Search Course’ under the Skills Upgrade Available tab to find
out if your course & training provider is supported under UTAP.

Step 2: Register for course with training provider and attend training. For
course information and enrolment, please contact the training provider.

Step 3: Log in to your U Portal account to submit your UTAP application.

Please apply for your UTAP claim within 6 months after the course end. Late
application will be rejected.


HOW MUCH IS THE GRANT?

NTUC members enjoy 50% *unfunded course fee support for up to $250 each year
when you sign up for courses supported under UTAP. NTUC members from 40 years
and above enjoy up to $500 per year, for courses commencing from 1 July 2020 to
31 Dec 2022.

 


HOW DOES IT WORK?

Here’s an example of how you can utilise UTAP:

WSQ CERTIFICATE IN WORKPLACE SAFETY & HEALTH

 

Course Fees $2000 Government Subsidy
(Up to 90% of course fee) $1,800 Total Fees Payable $200 UTAP Funding
(50% of course fee payable after Government Subsidy) $100 You Pay $100


WHO CAN APPLY?

All NTUC member can apply for UTAP. However, the following criteria must be met
to be eligible for UTAP:

 1. Paid-up union membership before course commenced, throughout the whole
    course duration and at the point of claim
 2. Course by training provider must be supported under UTAP, and training must
    commence within the supported period
 3. Course must not be fully funded through company sponsorship or other types
    of funding
 4. You must achieve a minimum of 75% attendance for each application and sat
    for all prescribed examination(s), if any
 5. UTAP application must be submitted within 6 months after course completion

 

HOW DO I CHECK MY NTUC MEMBERSHIP STATUS?

You may check your NTUC membership status by calling our hotline at 6213 8008
and select the following options:

 1. Press 1 for member
 2. Provide your NRIC number
 3. Press 1 again to check your membership status

Note:

 * To support your UTAP claim, you may be requested to submit a copy of your
   course certificate/tax invoice/statement of attendance via e-mail. Please
   ensure that you kept a copy of your supporting documents for audit checks
   when necessary.
 * Before applying for UTAP, please ensure your training commences within the
   supported period. Application of UTAP on training that starts after the
   expiry date will be rejected.
 * Only Ordinary Branch (OB), General Branch (GB) and OB/UCLUB members who are
   paying $117/year will be eligible.

*Unfunded course fee refers to the balance course fee payable after applicable
government subsidy.

UTAP FOR ONLINE/BLENDED COURSES


WHAT IS UTAP FOR ONLINE/BLENDED COURSES?

Learn more effectively at your own pace! In partnership with Nanyang
Technological University (NTU) and Singapore University of Social Science
(SUSS), NETF supports a suite of blended/online courses to encourage NTUC
members to take up such courses to keep up with technology and industry
development.


WHAT ARE THE UTAP SUPPORTED TECHNOLOGY-ENHANCED LEARNING (TEL) COURSES FROM NTU?

For more information on the UTAP supported Technology-Enhanced Learning (TEL)
courses from Nanyang Technological University (NTU), please click here. Click on

HOW MUCH IS THE TRAINING SUBSIDY?

NTUC Members

NTUC members enjoy 75% *unfunded course fee support for up to $250 per year when
you sign up for online/blended courses by NTU and SUSS supported under UTAP.

Note:

Individual who has signed up as both NTUC member will enjoy the same training
subsidy for NTUC members i.e. overall subsidy cap of $250 per year per NTUC
member.


HOW DOES IT WORK?

An individual takes up an online/blended course (e.g. AC1101: Accounting I) from
NTU.

Course Fees $1,784 Government Subsidy
(Up to 90% of course fee) – Total Fees Payable 1,784 UTAP Funding
(75% of course fee payable after Government Subsidy) – UTAP Funding
(25% of course fee payable after Government Subsidy) $50 You Pay $1,734

WHAT IS NETF COLLABORATIVE FUND?

NCF aims to provide training support to companies who send their employees (NTUC
members) for training programs that enhance their employment and employability.

 1. Enhanced NCF aims to provide training support to unionized companies who
    send their employees (NTUC members) for training programs that enhance their
    employment and employability.
 2. NCF Lite aims to provide support for non-unionized companies and employees
    (NTUC members) to send workers to upskill through identified training
    programs to enhance their employment and employability.

NCF aims to provide training support to companies who send their employees (NTUC
members) for training programs that enhance their employment and employability.


WHAT IS ENHANCED NCF?

Enhanced NCF aims to provide training support to unionized companies who send
their employees (NTUC members) for training programs that enhance their
employment and employability.


HOW DOES ENHANCED NCF WORK?

NETF co-funds training subsidy to support 50% unfunded course fees for companies
(capped at $250/member/year) for those who meet the eligibility criteria. An
unionized company can be supported up to $50,000 of training funds per year from
1 January 2020 to 31 December 2022.

 1. The course must have a clear training outcome(s) and supported by Union/e2i.
 2. The course must obtain approval under NCF prior to staff training.

For Company
 1. Company must be unionized. Employee must be valid and active
    NTUC member throughout the training.
 2. Employee(s) must complete training or achieve required minimum
    attendance.


WHAT IS NCF LITE?

NCF Lite aims to provide support for non-unionized companies and employees (NTUC
members) to send workers to upskill through identified training programs to
enhance their employment and employability.


HOW DOES NCF LITE WORK?

NETF co-funds training subsidy to support 50% unfunded course fees for companies
(capped at $250/member/year) for those who meet the eligibility criteria. A non-
unionized company can be supported up to $8,000 of training funds per year and
is eligible for up to $50,000 funding if the company registered to be unionized
between 1 January 2020 to 31 December 2022.

Details For Course
 1. The course must have a clear training outcome(s) and supported by USME/e2i.
 2. The course must obtain approval under NCF prior to staff training.

For Company
 1. Company must have at least 50 employees who are
    eligible NTUC members throughout the training
 2. Employee(s) must complete training or achieve required minimum
    attendance.

    This Policy is based on the Singapore Personal Data Protection Act 2012
    (“PDPA”) and all the associated regulations and guidelines as may from time
    to time be issued by the Personal Data Protection Commission (“PDPC”).
 2. Collection of Personal Data
    For the purpose of carrying on e2i’s business, you may be requested to
    provide personal data such as, but not limited to your name, contact
    details, NRIC number etc. For proper governance of the training grants and
    employment assistance that individuals receive, e2i (as a strategic partner
    of WSG) is required to collect the NRIC numbers of individuals to accurately
    establish or verify the identity of individuals.
 3. Use of Personal Data Collected
    The uses of personal data include the provision of employment and
    employability assistance, as well as fulfilling administrative, legal, audit
    and reporting requirements, data and statistical analysis and formulating
    and reviewing of relevant employment or social welfare policies. If we wish
    to use, disclose or process your Personal Data for any other purpose, we
    will seek your consent beforehand.
 4. Disclosure of Personal Data
    All personal data held by e2i will be kept confidential but e2i may provide
    such information to the third parties if it is necessary to satisfy the
    aforementioned purposes or a directly related purpose. In addition, any data
    transferred outside of Singapore is processed only in accordance with the
    PDPA and any other applicable law.
 5. Withdrawal of Consent
    If you wish to withdraw your consent at any time, please contact us at: 6474

    provide services to you.
 6. Access and Correction of Personal Data

 7. Accuracy of Personal Data
    e2i takes reasonable measures to keep your Personal Data as accurate and
    complete, taking into account its use and the interests of our customers.

    e2i takes reasonable measures to protect your Personal Data against theft,
    loss, as well as unauthorized access, copy, use, modification and
    disclosure.
 9. Retention of Personal Data
    e2i will retain your personal data only for as long as the purpose(s) for
    which it is collected and/or a business need exists.
