   Hi,

   1.       Set the logon mode as automatic logon using current user name and
password from IE > tools > internal options > security > custom level >
   logon.

   2.       Try to run the SharePoint product and technologies configuration
wizard.(Note: select “Do not disconnect from this server farm” in the second
step and select “No, this machine will continue to host the web site” in the
third step to keep your existed solutions.)

   3.       Create a new account in farm administrators group using “stsadm –o
adduser –url http://yoursiteurl  -userlogin providerName:user_name –useremail
email@email.com –group Farm Administrators –username username [-siteadmin]”
   and try again.

   4.       Go to your event viewer to check if there are some relevant errors.

   Hope it is helpful!

It could be due to your Service Account or Identity password expiration.

Please go to IIS Manager and to the Central Admin website, right-click, go to
properties and re-enter the IDENTITY password.

Perform a Recycle of the App Pool and then try.
