REMINDER: JACK DONGARRA GIVING THE ACM A.M. TURING AWARD LECTURE AT SC22

2021 ACM A.M. Turing Award recipient Jack Dongarra will be delivering his Turing
Lecture, "A Not So Simple Matter of Software," at SC22. In it, he will examine
how high-performance computing has changed over the last 40 years, look toward
future trends, and discuss how a new generation of software libraries and
algorithms is needed to use dynamic, distributed, and parallel environments
effectively. The lecture will take place at 9 am CT (2 pm UTC) on Tuesday,
November 15, and be will available via livestream.

MEET RALUCA ADA POPA

Raluca Ada Popa is an Associate Professor at the University of California,
Berkeley, where she is Co-Director of RISELab and SkyLab, two labs aiming to
build secure intelligent systems for the cloud and for the sky of clouds,
respectively. Her research interests include security, systems, and applied
cryptography. Popa received the 2021 ACM Grace Murray Hopper Award for the
design of secure distributed systems. In her interview, Popa discusses what
inspired her to work in security and cryptography, the challenges and
innovations in working with encrypted data, and the role of open-sourcing
artifacts in her field.


ACM OPENS FIRST 50 YEARS BACKFILE

ACM has opened the articles published during the first 50 years of its
publishing program, from 1951 through the end of 2000, These articles are now
open and freely available to view and download via the ACM Digital Library.
ACM’s first 50 years backfile contains more than 117,500 articles on a wide
range of computing topics. In addition to articles published between 1951 and
2000, ACM has also opened related and supplemental materials including data

MEET VOLKER MARKL

Volker Markl is a Professor of Computer Science, Chair of the Database
Management and Information Systems (DIMA) Group, and Director of the Berlin
Institute for the Foundations of Learning and Data (BIFOLD) at the Technische
Universität (TU) Berlin. He was named an ACM Fellow in 2020 for his
contributions to query optimization, scalable data processing, and data
programmability. In his interview, Markl discusses data management and AI, the
NebulaStream program, his work and receiving the Humboldt Innovation Award, and
his role as an advisor to the German government and the European Union.


ACM TPC RELEASES JOINT STATEMENT ON PRINCIPLES FOR RESPONSIBLE ALGORITHMIC
SYSTEMS

The Association for Computing Machinery’s global Technology Policy Council (TPC)
has released a new Statement on Principles for Responsible Algorithmic Systems
authored jointly by its US (USTPC) and Europe Technology Policy Committees
(Europe TPC). Recognizing that algorithmic systems are increasingly used by
governments and companies to make or recommend decisions that have far-reaching
effects on individuals, organizations, and society, the ACM Statement lays out
nine instrumental principles intended to foster fair, accurate, and beneficial
algorithmic decision-making.

ACM TechBriefs is a series of short technical bulletins by ACM’s Technology

The ACM-W Rising Star Award recognizes a woman whose early-career research has
had a significant impact on the computing discipline, as measured by factors
such as frequent citation of their work, creation of a new research area, a high
degree of technology transfer, and/or other positive influences and societal
impact. The award is given annually, and the recipient will receive a framed
certificate and a $1,000 stipend. Nominations close on November 30, 2022.


ICCAD 2022, OCTOBER 30 - NOVEMBER 3 (HYBRID)

The 41st IEEE/ACM International Conference on Computer Aided Design is the
premier forum to explore the new challenges, present leading-edge innovative
solutions, and identify emerging technologies in the electronic design
automation research areas. This year's workshops include "Open-Source EDA
Technology," "Zero Trust Hardware Architectures," "Hardware and Algorithms,"
"Top Picks in Hardware and Embedded Security," and more. Keynote speakers
include Jason Cong (UCLA) and Farinaz Koushanfar (University of California San
Diego). This is a hybrid event being held in San Deigo, California, USA.


SIGSPATIAL 2022, NOVEMBER 1 - 4

The 30th ACM SIGSPATIAL International Conference on Advances in Geographic
Information Systems will be held as an in-person event for the first time in two
years in Seattle, Washington, USA. The conference will include workshops on
"Reinforcement and Meta Learning," "Graph Neural Networks," "Geocoding, Text/NL
Processing," "Trajectory/Motion Prediction," and many more. Keynotes speakers

The 3rd ACM International Conference on AI in Finance will be held both

BUILDING RESILIENCE TO CLIMATE DRIVEN EXTREME EVENTS WITH COMPUTING INNOVATIONS

Register now for a virtual workshop sponsored by the National Science
Foundation’s Convergence Accelerator program and hosted by the Computing
Community Consortium (CCC), to be held on November 10th, 2022 from 12:00–3:00 pm
EST. This workshop will follow the Building Resilience to Climate Driven Extreme
Events with Computing Innovations: A Convergence Accelerator Workshop, and will

CONVERGENCE

ACM Queue’s “Research for Practice” serves up expert-curated guides to the best
of computing research, and relates these breakthroughs to the challenges that
software engineers face every day. In this installment, “Convergence,” we
invited Martin Kleppmann, research fellow and affiliated lecturer at the
University of Cambridge, to curate a selection of recent research papers in a

ACM UPDATES CODE OF ETHICS

ACM recently updated its Code of Ethics and Professional Conduct. The revised
Code of Ethics addresses the significant advances in computing technology since
the 1992 version, as well as the growing pervasiveness of computing in all
aspects of society. To promote the Code throughout the computing community, ACM
created a booklet, which includes the Code, case studies that illustrate how the
Code can be applied to situations that arise in everyday practice and
suggestions on how the Code can be used in educational settings and in companies

NEW JOURNAL: ACM GAMES: RESEARCH AND PRACTICE

Games: Research and Practice (Games) offers a lighthouse for games research that
defines the state of the art on games and playable media across academic
research and industry practice. Inclusive in community, discipline, method, and
game form, it publishes major reviews, tutorials, and advances on games and
playable media that are both practically useful and grounded in robust evidence
and argument, alongside case studies, opinions, and dialogues on new

PACM ON NETWORKING

Proceedings of the ACM on Networking (PACMNET) is a journal for research
relevant to multiple aspects of the area of computer networking. We seek papers
presenting significant and novel research results on emerging computer networks
and its applications. We especially encourage submissions that present new
technologies, novel experimentation, creative use of networking technologies,
and new insights made possible using analysis. We are also looking for papers on
network properties such as policy and economics, security and privacy,
reliability and availability, performance, energy efficiency, etc.


INAUGURAL ISSUE: DISTRIBUTED LEDGER TECHNOLOGIES: RESEARCH AND PRACTICE

The inaugural issue of ACM Distributed Ledger Technologies: Research and
Practice (DLT) is now available for download. DLT is a peer-reviewed journal
that publishes high quality, interdisciplinary research on the research and
development, real-world deployment, and/or evaluation of distributed ledger
technologies (DLT) such as blockchain, cryptocurrency, and smart contracts. DLT

ACM Transactions on Recommender Systems (TORS) will publish high quality papers
that address various aspects of recommender systems research, from algorithms to
the user experience, to questions of the impact and value of such systems. The
journal takes a holistic view on the field and calls for contributions from
different subfields of computer science and information systems, such as machine
learning, data mining, information retrieval, web-based systems, data science

In this edition, Hemangee Kalpesh Kapoor, Mausam, and Venkatesh Raman discuss
the India Region Special Section in the November 2022 CACM, revealing how they
chose the articles and subjects included in this issue. These articles have been
selected from four types: articles that summarize a major concerted activity in
the subcontinent, deployed products that were developed based on long-running

FHIR: REDUCING FRICTION IN THE EXCHANGE OF HEALTHCARE DATA
