ROY DUGGAN OBITUARY

Roy L. Duggan

1941-2011

Roy L. Duggan, born August 5, 1941, in Wheeling, WV passed away after many years
of dealing with Parkinson's Disease. Roy always felt like a pioneer and credits
his last 11 years to his doctors and research surgery he received in 1999. Roy
moved to Pensacola in 1966 and worked for Escambia Chemical and Air Products and
Chemicals in Pace, FL.

Roy was a member of Escambia Lodge # 15, the Scottish Rite F&AM, York Rite,
Hadji Shrine, and FL # 9 OES. He was preceded in death by his parents Leroy J.
Duggan and Pauline Duggan and his sister, Judy Cruny.

He is survived by his loving wife and best friend, Harriet Duggan; his son, Guy
(Sandra) Duggan; daughter, Pamela Duggan; step grandchildren, Stephanie Shaver,
Teddy (Michelle) Shaver and 3 step great grandchildren, Brian Sean, Adreonna and
Kyleigh; aunt, Betty (Bob) Sayre; uncles, Buck (Mary) Tennant, Dick (Debbie)
Tennant; niece, nephew and many cousins.

Roy's early days in WV prepared him for his 45 years in FL/AL. From the
mountains of WV to the hills of AL Roy was an avid outdoorsman fishing the
flatlands of FL and spending time on the rivers and woods of AL. Roy loved
spending many days in Camden, AL, especially Christmas, with family, friends,
and the family dogs. Vacations were spent outdoors doing what he loved, from the
Southeastern US to Canada and Alaska.

Roy enjoyed his years of scouting from a boy of 7 years in WV to his continued
participation as an adult volunteer at the troop level, high adventure he
participated in and adult training for 30+ years.

Few men are able to spend their lives and earn their livelihood doing the things
they love but Roy was able to do just exactly that. Roy worked for Air Products
(formerly Escambia Chemical) in Pace, FL. During his 30 years he worked in many
areas of the Plant mainly in Environmental and Government Relations. Twenty of
those years he was a leader in the Environmental work at Air Products. With a
push for cleaner air and water in 1970 three biological cleansing ponds were
built. From these three ponds developed a retention system of 99 acres. In 1972
the FL Game and Fresh Water Commission designated Air Products property a state
wildlife sanctuary. It was the first such effort in the state and believed to be
the first in the nation. Flocks of non-migratory Canadian Geese were introduced
into the sanctuary. Joining them were migrating geese and wild ducks. Members of
the Audubon Society, headed by Lt. Col. C.W. Milmore (deceased), were very
active in counting and identifying the species of birds visiting the sanctuary.
In 1975 Air Products received an award for Outstanding Achievement Conservation
and Environmental Protection from the Francis M. Weston Chapter of the Audubon
Society. In 1976 Roy received the L. L. Hedgepeth Award from the FL Pollution
Control Association for outstanding individual performance in industrial
environmental protection. Roy was a co-founder of the FL Chemical Industry
Council (FCIC), which was the state organization partnering with the Chemical
Manufacturing Association (CMA) and helped to establish that association as the
respective voice of the chemical industry in FL. He served as President of the
FCIC from 1985-1987 and again in 1990. Roy represented the FCIC and his company
in solving legislative and regulatory problems in environmental areas. In June,
1987 Roy was appointed to the State Emergency Response Commission by Governor
Martinez where he served until Nov. 1991.

In 1975 Roy hosted a weekly television program on Channel 3 (ABC) covering
outdoor and related environmental topics, "Outdoors with Roy Duggan."

In 1979 Roy was selected by the US State Department to host a Soviet delegation
and participate in a technical exchange of information centered around major
advances in environmental and abatement techniques.

Funeral services will be held at11:00am on Saturday, February 12, 2011 at
Harper-Morris Memorial Chapel, 2276 Airport Blvd., with Rev. Rob Looper
officiating. Burial will follow in Bayview Memorial Park.

The family will receive friends from 5:00-7:00pm on Friday, February 11, 2011 at
Harper-Morris Memorial Chapel.

Active pallbearers will be Bill Bonifay, Ron Castner, Jim Lipe, Bill Pettus,
Neale Sharitz and Jim Sheffer.

Honorary pallbearers will be John Bell, Mike Engel, Betty Greco, Bill Griffin,
Ridley Guillot, Ron Schaefer and Jack Smith.

The family wishes to thank Dr. Quintin Law, Dr. Ray Watts and Nancy, Julie and
Emerald Coast Hospice, and caregivers Marie, Tina, Tamara, and Robert and close
family friend Rhonda Lewis.

In lieu of flowers, for those who wish, memorial donations may be made in memory
of Roy Duggan to the UAB Department of Neurology, 350 E. Sparks Center, 1530 3rd
Ave. South, Birmingham, AL 35294-0017 or Emerald Coast Hospice, 1555 N. Palafox
St., Pensacola, FL 32501.

My condolences and sympathies to the family of Roy Duggan. He and my father (Tom
Hicks) were co-workers at Air Products many years ago and I would often hear my
father speak about Roy and he would tell funny incidents that had happened at
Air Products between him and Roy. He thought so much of him and they had a
mutual respect for each other. Roy & Harriet's name was often brought up in my
parents' conversations and the times that I met them he always had a smile and a
joke for everyone. Roy was unique. God bless you all in the coming days. I know
he will be greatly missed and you will have wonderful memories to treasure.
