Jee Mee Kim, Chief Strategy Officer, New York City Department of Transportation
Jee Mee Kim was appointed to Chief Strategy Officer on February 3, 2021.
Reporting directly to the Commissioner, Ms. Kim oversees the Policy,
Communications, Intergovernmental Affairs, and Safety Education teams in the
development, communication, execution, and support of the agency’s strategic
initiative goals. She is responsible for formalizing the agency’s
strategic-planning processes, focusing on accelerating organization performance
through cohesive strategy planning and execution, knowledge management and the
implementation of an organizational dashboard for impact and effectiveness.

Jee Mee Kim brings 20 years of experience in managing complex urban development
and transportation projects across the United States. Prior to joining NYC DOT,
Ms. Kim was a Principal and a leader in the Transit-Oriented Development (TOD)
and Transportation practice at the real estate and economic development
consulting firm, HR&A Advisors. At HR&A, she prepared market studies, financial
feasibility analyses, and implementation strategies for clients including NJ
Transit, the Jacksonville Transportation Authority, MTA Capital Construction and
Amtrak.

Before joining HR&A in 2014, she served as a Principal at Sam Schwartz
Consulting, where she spearheaded transportation studies, environmental reviews,
and land use approvals for major projects such as IKEA Brooklyn Environmental
Impact Study, Atlantic Yards Transportation Management Plan, the Second Avenue
Subway Community Information Center, and the BQE Triple Cantilever Study. Ms.
Kim began her career as a social justice leader, organizing New York City’s
Asian immigrant communities around workers’ rights and housing issues.

She holds a Bachelor of Fine Arts (BFA) from Parsons School of Design and a
Bachelor of Arts (BA) from Eugene Lang College at the New School. Ms. Kim also
holds a Master’s in Urban Planning from NYU’s Wagner Graduate School of Public
Service.

Laura Mason, Executive Vice President, Major Program Delivery, Amtrak
In her role, Mason leads Amtrak’s strategy in developing the company’s
largest-scale and most complex projects. She will coordinate with Amtrak
stakeholders and external partners to successfully deliver these projects as
efficiently and effectively as possible, in compliance with all safety,
regulatory, and program management and reporting requirements.

For the past five years, Mason has served in a variety of leadership roles with
Washington Metropolitan Area Transit Authority (WMATA), commonly referred to as
Metro, a tri-jurisdictional government agency that operates transit service in
the Washington metropolitan area. As Executive Vice President of Capital
Delivery, she was responsible for project management, engineering and
construction of major capital projects, infrastructure renewal, capital program
planning, and the scheduling and contracting strategy for WMATA’s entire capital
program.

In other roles at WMATA, Mason oversaw engineering, maintenance, transportation,
and control center functions for fixed infrastructure and rolling stock. As
Chief of Maintenance of Way Engineering, she drove rail safety and reliability
through improved maintenance, track allocation and new technology. From
2016-2017, Mason served as director of SafeTrack, a year-long emergency track
work program to accelerate three years’ work into one year.

Prior to WMATA, Mason spent 12 years at Bechtel Corp., an American engineering,
procurement, construction, and project management company, where she served in a
wide range of roles.
