HOWELL — An unruly restaurant customer led police on a two-hour, eight-town
pursuit while driving a U-Haul truck Saturday night.

Howell police Sgt. Peter Kuppler said they were called to the Longhorn
Steakhouse on the northbound of Route 9 after Zachariah Hartman, 38, of Toms
River, became “erratic and confrontational” with the staff.

Hartman is known for playing the guitar at the intersection of Oak Glen Road and
Route 547 in Howell.


U-HAUL POLICE CHASE

Hartman took off in the truck and struck a Howell police vehicle in the parking
lot and then two more during the pursuit, disabling one of them.

The chase continued through Lakewood, Freehold Township, Freehold Borough,
Millstone, Plumsted and Colts Neck before the pursuit ended in Jackson.




A STRUGGLE AT THE END

Video posted by The Lakewood Scoop shows the truck surrounded by police as they
ordered him to get out from behind the driver's side.

Hartman appeared to struggle with officers after they opened the door. He was
pushed to the ground and cuffed before being walked from the scene.

Hartman was charged with two counts of eluding, two counts of aggravated assault
and one count of obstruction. He is being held at the Monmouth County
Correctional Institute pending a detention hearing.

A 'FINE SPIRIT WITH POSITIVE VIBES'

Kuppler said police occasionally perform welfare checks on Hartman who normally
keeps to himself. He doesn't solicit for money, according to Kuppler.

Doreen Hartman on the Howell Happenings NJ Facebook page in 2018 said Zac writes
his own music and just wants to share his music. She described him as a "fine
spirit with positive vibes."

Zac is unable to work for undisclosed reasons and lived with his mother at the
time.

WINTER IS COMING

From snow to sleet to freezing rain, winter can be a big headache here in the
densest state in the country. Between late October and mid April, New Jerseyans
have to keep an eye on the sky and the weather forecast for the threat of wintry
weather. Let's dial in that timeline a bit more, with some historical early
season snowfall statistics.

WEATHER STATIONS

To capture a representative sample of our climatologically diverse state, I have
pulled together numbers for three long-duration weather stations across the
state:


1.) Newark Liberty International Airport (technically the weather station is in
Elizabeth, Union County), with records dating back to 1968.


2.) New Brunswick (Middlesex County), which is currently located in Rutgers
Gardens, going all the way back to 1911.


3.) Atlantic City International Airport (in Egg Harbor Township, Atlantic
County), which captures some coastal effects although it is about 10 miles from
the ocean, with daily data since 1958.

EARLIEST FIRST TRACE OF SNOW

First flakes. A "trace" refers to any amount of snow that is not measurable by a
ruler (so basically, between 0 and 0.1").
—Newark... October 20 (0.3" in 1952)
—New Brunswick... October 19 (0.6" in 1972)
—Atlantic City... November 5 (0.1" in 1973)

EARLIEST FIRST INCH OF SNOW

Even a single inch of snow can cause some travel difficulties due to slippery
roads and reduced visibility, although I would not call it "shovelable" or
"plowable" snow.
—Newark... October 29 (5.2" in 2011)
—New Brunswick... October 26 (1.5" in 1962)
—Atlantic City... November 7 (2.5" in 2012)

EARLIEST MAJOR SNOW (6+ INCHES)

Now things are getting serious, and the snow is getting deep. While dubious
ground and air temperatures make it difficult for "big" snow to happen before
winter officially begins, it still happens on occasion. And the impacts of a
surprise early season storm can be severe.
—Newark... November 15 (6.4" in 2018)
—New Brunswick... November 25 (9.0" in 1938)
—Atlantic City... November 30 (7.8" in 1967)

AVERAGE FIRST INCH OF SNOW

I consider this to be the big indicator of winter's grand beginning. If we don't
get an inch of snow accumulation by this date, the season is officially running
late. Accordingly, it is the statistic that answers the headline of this
gallery: mid to late December. (Maybe a little earlier in NW NJ.)

—New Brunswick... December 23
—Atlantic City... January 3

LATEST FIRST INCH OF SNOW

Sometimes, a dormant winter takes a while to ramp up. Or sometimes — rarely —
our weather is so quiet and/or warm that inch-plus snow never happens through
the entire season.
—Newark... None (2.0" total snowfall all Winter 1972-1973)
—New Brunswick... March 19 (2.6" in 1992)
—Atlantic City... None (0.4" total snowfall all Winter 1972-1973, 0.5" total
snowfall all Winter 2019-2020, 0.8" total snowfall all Winter 1994-1995)

SECOND LATEST FIRST INCH OF SNOW

OK, that last one wasn't really instructive. Here's the latest date an inch of
snow was recorded, looking only at seasons that saw at least one such snow
event.
—Newark... March 19 (6.5" in 1992)
—New Brunswick... March 14 (1.1" in 1919)
—Atlantic City... February 24 (12.3" in 1989)

NOTABLE EARLY SEASON STORM: NOVEMBER 2018, #BRINEGATE

If you were stuck in traffic during the evening rush hour of November 15, 2018,
you remember this storm well. The storm overperformed, surprising all with
double the forecast snowfall rates. Meanwhile, roads were undertreated, leaving
road conditions extremely difficult if not impossible for several hours. The
heaviest snow occurred along and northwest of the heavily-traveled NJ Turnpike
corridor.

Just nine days after the wrath of Superstorm Sandy, New Jerseyans faced a
resurgence of nasty weather and power outages as winter blanketed the state. A
swath of Burlington, Ocean, Monmouth, and Middlesex counties saw up to a foot of
snow accumulation.
—Top snow total... 13.0" in Freehold, Monmouth County.

NOTABLE EARLY SEASON STORM: OCTOBER 2011, THE SNOW THAT CANCELLED HALLOWEEN

Just two months after Hurricane Irene's devastating flooding, NJ experienced one
of the earliest snowstorms in history. From October 29-30, the northern half of
the state got buried in wet, heavy snow. It was so serious that then Governor
Chris Christie postponed Halloween festivities for a week, as the state cleaned
up.
—Top snow total... 19.1" at Barry Lakes, Sussex County.

NOTABLE EARLY SEASON STORM: DECEMBER 2010, AFTER CHRISTMAS STORM

Winter 2010-2011 started off with a bang, as post-Christmas travel was
completely snarled. Over a foot of snow fell across the eastern half of New
Jersey from a powerful nor'easter.
—Top snow total... 32.0" in Rahway, Union County.
