IN 1933, GOVERNMENT LEADERS GATHERED WITH THE RECOGNITION THAT COLLABORATION FOR
THE PRIMARY PURPOSE OF UNIFORMITY AND RECIPROCITY WOULD BETTER SERVE THEIR
