Imagine what it would be like if you didn’t have access to your office because
you couldn’t climb the stairs. What if you couldn’t use a public restroom, fly
on an airplane, or know which train stop was yours because they weren’t
announced and you couldn’t see?

All of those challenges existed for people with disabilities before the
Americans with Disabilities Act of 1990 (ADA).

When it was signed into law, disability rights were expanded and people with
disabilities couldn’t be denied access to jobs, school, transportation, or
public places.

Looking Back, Reasons to Celebrate
On the 30th anniversary of the ADA, Judith Heumann and John Wodatch, a civil
rights lawyer who authored the regulations of the law and its precursor, Section
504 of the Rehabilitation Act of 1973, co-wrote an op-ed for The New York Times
in which they said we should celebrate it and how much things have changed.

They wrote that people with disabilities endured a harsh life in the U.S. before
laws were enacted to protect them. At various times, states enforced legalized
segregation of persons with disabilities; disabled children couldn’t go to
public schools, some were put into institutions for life, marriage was
prohibited, and some were sterilized.

Few buildings or public restrooms were accessible, and jobs were scarce, as was
public transportation.

The ADA changed all that. It gave disabled persons dignity and self-worth,
letting them know they had the same rights as others, they wrote.

“Yet just as many of the injustices that the Civil Rights Act aimed to eliminate
are still very much with us, and still being resisted, the full promise of the
Americans with Disabilities Act has yet to be realized,” the op-ed read. “We are
not yet where we need to be.

Looking Forward, More Work to Do
People with disabilities often remain invisible, even though they comprise
approximately 25 percent of the U.S. population, and represent all social,
racial, and ethnic classes regardless of geography.

Part of the problem, Heumann and Wodatch write, is that so few people with
disabilities hold leadership positions. Boardrooms, entertainment, and political
power are mostly vacant of those with disabilities.

As Heumann told NPR, the ADA "not only can help disabled individuals learn about
our rights, but I think also can really foster a sense of dignity and pride
within disabled individuals to recognize that we are not the problem, we are not
the ones that need to change. It is the society around us."

According to the U.S. Centers for Disease Control and Prevention, 61 million—one
in four—adults in the U.S. has a disability. These include challenges with
mobility, cognition, hearing, vision, or others.

Watch: In 1988, before the passage of the ADA, Heumann, then heading up the
World Institute on Disability, spoke to Congress about the prejudices and
discrimination that people with disabilities encounter. Her testimony and the
experiences she shares are powerful reminders of the rights we all deserve.

Consider This: The ADA Generation is a term used to describe people with
disabilities born after the ADA was enacted. According to a story in The New
York Times, they are quicker than earlier generations to claim disability as
part of their identity and express pride in it. They’re also more likely to
disclose a learning disability, a chronic condition, or a psychiatric disability
than previous generations.
