For eight years, as the Vice President of Fortiss, David Tierney provided
governmental, legislative, and regulatory services to clients in the gaming
industry. Using his political background, he continuously collaborates with the
California State Legislature and agencies that provide direct oversight to the
industry. He works closely with the Bureau of Gambling Control and the
California Gambling Control Commission to ensure that his clients always
preserve the integrity of gaming in the State of California and operate with the
highest level of competence.

Before working with Fortiss, David worked for the United States House of
Representatives for twelve years, including Representatives Brad Sherman (CA),
Matthew Martinez (CA) and Morris K. Udall (AZ).


DT ADVISORS PROVIDES SOME OF THE FOLLOWING SERVICES:

 * Casino/Card Rooms, Third Party Providers of Proposition Player Services
   (TPPPS), and others
 * Overall regulatory and compliance issues and government relations
 * Interfacing with State regulatory bodies and City, State, and legislature
   (city, state, and federal) with an emphasis on issues pertaining to the
   California Department of Justice (DOJ) and California Gambling Control
   Commission (CGCC)
 * Designated Agent Services for Casinos, Cardrooms, and TPPPS
 * Licensing Services/requirements - Gaming licenses (local and state) – verify
   and complete paperwork to ensure it is in order with your local municipality
   or county jurisdiction

 * Compliance audits
 * Compliance with Phases I, II and proposed III and IV of the Minimum Internal
   Control Standards (MICS) required by the Department of Justice
 * Develop written policies and procedures implementing the MICS
 * Develop written Emergency Preparedness and Evacuation Plan
 * Training – MICS, Title 31, Problem Gambling, Emergency Preparedness
 * Game and Gaming Activity applications and approvals
 * Required reports to the DOJ and CGCC: Semi-Annual Reports; Key Employee
   Reports, etc.
