QUEUE NUMBER APPLICATION FOR RIGHT-OF-OCCUPANCY APARTMENTS

Instructions for completing the form


GENERAL

 * You can only submit a new application. A valid application cannot be changed.
 * The titles of mandatory fields are in boldface and are followed by a *
   character.
 * Wait for an answer after you have pressed the "Submit the application"
   button.
 * If you provide your email address you will receive a notice when your
   application has arrived in the municipality and has been checked (not in
   Tampere). The responsibility of delivering an electronic message: an
   electronic message is delivered to the authorities in accordance with the Act
   on Electronic Services and Communication in the Public Sector, 8 §, on the
   responsibility of the sender.


INSTRUCTIONS FOR COMPLETING THE FORM

To move from one field to another on the form, please use the tabulator or click
the mouse.

When there are several alternatives they are to be chosen either from the
dropdown list or by clicking the selection button. You can select your choice
from the dropdown list by clicking the mouse on the arrow of the right-hand edge
of the dropdown list.

The personal identity number must be completed in its entirety (11 characters)
and its correctness will be verified. The main applicant must be at least 18
years old.

The dates are given in the form dd.mm.yyyy, dd.mm.yy, ddmmyy or ddmmyyyy.

The form can be printed by using the "Print" button of the browser.

The form is submitted by selecting the "Submit the application" button. You will
receive a notification when the form is saved.

You can empty the fields in the form by selecting the "Empty the form" button
after which you can start completing the form again by entering the personal
identity number of the main applicant.


APPLICANT INFORMATION

Mandatory information is the personal identification number, surname, first
names, postal address, post office and type of applicant.

Personal Identity Number: The personal identification number must be given in
its entirety, e.g. 171079-1234.

Postal address: Address to which your mail is sent.

Type of applicant: Main applicant (at least 18 years old), co-applicant, other
applicant (e.g. child, relative). The application must have one main applicant,
but only one of the applicants can be the main applicant.

Mobil phone: Telephone number during office hours.

Email address: Address to which your email is sent.

It is mandatory to fill in the municipality to which the application will be
delivered.

Municipality to which the application will be delivered: You can select only one
municipality.

THE QUEUE NUMBER



The queue number is valid until until 31 December 2023 unless it has been used
to obtain a right-of-occupancy apartment.

Queue numbers are personal and cannot be transferred.




TO GET A QUEUE NUMBER

The applicants receive a queue number in accordance with the date of submitting
the application so that the order of those who submitted their applications
during the same day will be drawn as lots. The drawing is performed either daily
or weekly according to the municipality. The queue number is sent to the email
address or home address given by the applicant for his/her information. The same
number can be used to apply for an apartment from all owners of
right-of-occupancy apartments in one municipality.

Helsinki, Espoo, Vantaa, Hyvinkää, Järvenpää, Kerava, Kirkkonummi, Nurmijärvi,
Mäntsälä, Porvoo, Sipoo, Tuusula and Vihti form one joint application area.
Queue numbers applied for after 1 January 2015 (181630 or higher) can be used to
apply for an apartment in any municipality in the joint application area. Any
queue number applied for before the joint application area system is only valid
in the municipality in which it was applied for.




APPLYING FOR A RIGHT-OF-OCCUPANCY APARTMENT

After having received a queue number the applicant must, in order to get a
right-of-occupancy apartment, sign up with those owners of the
right-of-occupancy houses in the production of which the applicant wishes to
purchase a right-of-occupancy.

The signing up is a prerequisite for the applicant to receive any offers on
right-of-occupancy apartments. Those who have signed up will receive apartment
offers in accordance with their wishes from the owner of the house on the basis
of their queue number.

It is not mandatory to sign up with the owner if the applicant does not yet wish
to get apartment offers. The queue number remains and the applicant can later at
a suitable moment of time sign up with the owner of the house.

If an applicant refuses three times to accept an apartment that has been offered
to her/him on the basis of the applicant's application, the queue number is
changed to be the last number in the applicant queue. Also not replying to an
offer or not delivering extra clarifications are considered as refusals.


SELECTION AND APPROVAL OF THE RECEIVERS OF A RIGHT-OF-OCCUPANCY

The owner chooses the receivers of right-of-occupancy in the order of the
applicants' queue numbers to the apartments that are applied for. The
municipality approves the applicants who meet the prerequisites to receive an
apartment on the basis of the motion of the owner. At this stage the owner
should have received applicant’s pre-completed tax return and property
clarifications.

The applicant may not own any apartment that satisfies the housing need of the
applicant in the area of application. The assets of the applicant household will
be taken into consideration when the apartment is being offered and when it will
be decided upon. The clarifications of property and owned apartment are made
when the applicant is offered a right-of-occupancy for purchase. Persons who are
at least 55 years old do not need to present the above-mentioned clarifications.






CHANGING RIGHT-OF-OCCUPANCY APARTMENTS

MAIN RULE

To apply for changing one's right-of-occupancy apartment, do the following:

 * the applicant must have an unused queue number
 * the applicant signs up with those owners of the right-of-occupancy houses in
   the production of whom the applicant wishes to purchase a right-of-occupancy
 * no wealth limit

RECIPROCAL CHANGE

The owners of right-of-occupancy can change the right-of-occupancy apartments
they possess with each other without a new application. Those wishing to change
apartments with each other need to contact the owners of their
right-of-occupancy apartments for practical arrangements.


RIGHT-OF-OCCUPANCY HOUSING

A right-of-occupancy apartment is an alternative to buying or renting an
apartment. The resident pays 10-15 % of the apartment's acquisition price as the
right of occupancy fee. A charge for use, similar to rent, is monthly paid for
the apartment to cover the capital and maintenance costs.

One cannot buy a right-of-occupancy apartment to own it completely. The right to
possess the apartment is based on a written right-of-occupancy contract made
with the owner of the house, in which the apartment, the size of the
right-of-occupancy fee, charge of use and other terms are defined. The
right-of-occupancy fee is returned after it has been checked with the building
cost index when the resident gives up the apartment.

The size of the applied right-of-occupancy apartment is not limited. The
right-of-occupancy apartment must be used as one's own permanent apartment. A
person who is at least 18 years old can get a right-of-occupancy apartment if
the person does not own an apartment that meets the person's housing need and
has not enough property to be able to acquire an owned apartment without the
help of the state.
