JOHNSON’S NEW BUDGET STRATEGY CASTS SHADOWS ON US FOREIGN ASSISTANCE

As Congress grapples with the looming expiration of the Defense Department’s
funding, a stark partisan divide over the defense bill persists, further
complicating the approval of a budget plan for fiscal 2024. The intricate dance
between Republicans and Democrats is now proving to have significant
consequences, particularly in the realm of foreign aid, with a palpable shift in
attitudes towards Ukraine.

 

The ongoing stalemate over the defense budget continues to sow discord on
Capitol Hill, as lawmakers remain at an impasse over critical spending
decisions. House Speaker Johnson’s funding strategy, freezing Pentagon spending
at last year’s levels until February 2, has sparked heated debates over the
allocation of resources, with unforeseen military engagements in the Middle East
exacerbating the financial strain.

 

With heightened tensions between the U.S. and Iran, the defense budget deadlock
has forced the Pentagon to divert funds from critical areas such as troop
training and readiness efforts. Mackenzie Eaglen, a former congressional
adviser, sheds light on the situation, stating, “Only so many accounts are
liquid, meaning where you can get cash fast. If you’re comptroller and you need
money in a pinch, those are the piggy banks you raid in the hope that you’ll get
paid back later.”

 

Complicating matters further is the reluctance of Republicans to approve
additional aid to Ukraine. The recent Israel-Hamas conflict triggered unplanned
troop movements in the Middle East, stretching the military’s resources thin. As
Congress wrangles over the defense bill, the fate of Ukraine hangs in the
balance. Zelensky, the Ukrainian leader, faces an increasingly uncertain future
as the U.S. struggles to provide the necessary support.

 

Despite President Biden’s supplemental request for aid to Israel and Ukraine,
there is a noticeable absence of provisions for U.S. operations related to
Israel in the ongoing budget discussions. The military departments are grappling
with funding U.S. operations in support of Israel from existing accounts,
leading to concerns about long-term readiness.

 

Eaglen also weighed in on the chaotic situation, asserting, “January is a
dumpster fire. Period. The House doesn’t return till [Jan. 9], and there still
is no framework agreement. There’s dreaming and then there’s legislative
calendar math, and there are not enough days to avoid either a shutdown or
another continuing resolution and possibly both.”

 

As the budget impasse persists, the repercussions extend beyond the borders of
the United States. The strained relationship between Republicans and Democrats,
coupled with the reluctance to provide additional aid to Ukraine, casts a shadow
over the foreign assistance landscape. With the fate of the defense budget still
uncertain, the geopolitical ripple effects are far-reaching, leaving allies like
Ukraine in a precarious position and raising questions about the efficacy of
U.S. foreign policy decisions.
