Apparently some people managed to do that. I knew a junior player who traveled with a 12-racquet bag with maybe 4-5 racquets and the rest filled with clothes -- but the bag was checked-in. I travel with my Head Speed MONSTERCOMBI all the time - Europe, Asia, Israel, etc. No one says a thing. Sometimes I only have a few rackets in it. Sometimes I put the spillover clothes in it. I was asked at the check-in counter for Lufthansa about my carry on. The lady asked if it was a baseball bat or a tennis racket and said it might be an issue at the gate. Racquets carry-on always accepted everywhere. Even EasyJet allowed them after they wouldn't fit in their sizing frame at check-in ... I spent 30 minutes convincing them they were the tools of my trade and I couldn't possibly lose them as I needed to play immediately in a tournament on arrival in Split!
