Welcome to the Bulletin,

 * Israel estimates roughly 500,000 Palestinians have left northern Gaza amid an
   imminent Israeli ground offensive. Hezbollah says it has targeted five
   Israeli posts as Prime Minister Netanyahu warns the Lebanese militant group
   and Iran not to "test" Israel. Egypt claims Israel is blocking the reopening
   of the Rafah crossing out of the Gaza Strip. Hamas says they are still
   holding 200 and 250 hostages from the October 7 attacks. 
 * U.S. District Judge Tanya Chutkan imposed a narrow gag order on Donald Trump,
   barring the former president from making comments targeting prosecutors,
   witnesses and staff involved in the 2020 election 
 * A settlement deal filed between the Biden administration and the American
   Civil Liberties Union (ACLU) will limit the federal government's ability to
   separate migrant families under a Trump-era policy. The deal now must be
   approved in federal court.
 * The FBI's annual crime report released Monday shows violent crime declined
   1.7% in 2022—including a 6.1% decrease in murder—while property crime
   skyrocketed with a 10% increase in car thefts.
 * A coal train derailed off a bridge and crashed onto Colorado's Interstate 25,
   killing a semi truck driver Sunday afternoon, police say. The road was
   partially shut down in both directions as a result.
 * Chinese President Xi Jinping will welcome leaders from "China-friendly"
   countries on Tuesday in Beijing, including Russian President Vladimir Putin,
   to mark the 10th anniversary of the Belt and Road Initiative (BRI).
 * Joran van der Sloot, suspect in the unsolved disappearance of teenager
   Natalee Holloway, is expected to plead guilty on Wednesday to federal charges
   of extorting and defrauding Holloway's mother
 * In the ongoing war in Ukraine, Ukrainian forces downed a Russian Mi-8
   helicopter on Sunday, new footage from the Ukrainian military shows, as
   Russian advances on the Kyiv-held frontline town of Avdiivka appear to be
   slowing down. Kyiv says defending Ukrainian forces have destroyed more than
   300 pieces of Russian military equipment and killed around 3,000 enemy
   soldiers in the Avdiivka area.

Blinken Returns to Israel As Both Sides Deny Reports of Ceasefire

TL/DR: "There is currently no truce and humanitarian aid in Gaza in exchange for
getting foreigners out," Israeli Prime Minister Benjamin Netanyahu's office
said.

Secretary of State Antony Blinken arrived in Israel to meet with Prime Minister
Benjamin Netanyahu and other top officials as the U.S. steps up diplomatic
efforts to help evacuate Americans trapped in Gaza. His return comes as Israel
said there is no humanitarian truce (Here's what we know) in southern Gaza after
Egyptian security sources told Reuters that an agreement was reached to get aid
into Gaza and allow foreigners out through the Rafah border crossing. Hamas said
it had no information regarding an opening. Palestinians in Gaza said Israel's
overnight bombing was the heaviest yet. Israel's military said 199 people are
held hostage by Hamas.

Blinken said yesterday that the U.S. is "actively working" to allow tons of aid
piling up in Egypt's Sinai peninsula into Gaza. Egypt has made clear that it
needs guarantees for its staff's safety before reopening border-crossing. The
U.N. warned that many people remained at risk as basic supplies were running
out. Iran warned Israel of an escalation if it does not halt its military
actions toward Gaza.

What happens now? Blinken’s first meeting with Netanyahu is set for this
morning. President Joe Biden is considering a visit to Israel in the coming days
amid fears that an invasion of Gaza would trigger a wider regional war, but no
plans have been confirmed. The U.S. asked its citizens to move closer to the
crossing for evacuation but mixed messages may have resulted in chaos as several
people arrived at the crossing only to find it closed. The U.S. has appointed
veteran diplomat David Satterfield as Special Envoy for Middle East Humanitarian
Issues and will "focus on ensuring life-saving assistance can reach vulnerable
people throughout the Middle East," National Security Adviser Jake Sullivan
said. Amid cross-border firing between Israel and the Lebanese Shiite militia,
Hezbollah, Israel announced plans to evacuate people living near the border with
Lebanon. China's special envoy on the Middle East issue will travel to the
region in the coming days.

Jordan Faces Steep Battle in Fight to Win Speakership

TL/DR: “I’m supporting Jordan. I’m going to vote for Jordan,” Texas Rep. Dan
Crenshaw said. “As someone who wants Jim Jordan, the dumbest thing you can do is
to continue pissing off those people.”

Ohio Rep. Jim Jordan faces dozens of holdouts in his party as he seeks to secure
the 217 votes he needs in order to become House Speaker, having been nominated
by his party on Friday after House Majority Leader Steve Scalise dropped out
amid a lack of support. A secret ballot on Friday showed a 152-55 split in
support for Jordan as House speaker ahead of an expected vote on Tuesday.

Republicans are reportedly being swarmed by an aggressive PR campaign led by
Jordan's allies, who are trying to pressure them into voting for the congressman
despite his ties to the MAGA movement and former president Donald Trump. One
reported high-profile campaigner: Sean Hannity. His show is reportedly asking
moderate GOP lawmakers why they aren't supporting Jordan. Jordan's record has
been criticized for being ineffective at passing legislation. Ex-Republican
staffer Tara Setmayer said his nomination shows the GOP is in "complete chaos."
Cleveland.com, which produces content for The Plain Dealer, also published a
strong rebuke yesterday, warning Jordan would form an "axis of evil" with Trump
if elected.

What happens now? Sources believe Jordan will try to rally his fellow
Republicans on Monday night ahead of Tuesday’s vote. But while questions have
already been raised about Jordan’s political positions, which some moderates
view as extreme, external factors may also play a major role, with sources
suggesting there is skepticism over his ability to handle issues relating to aid
for Israel and Ukraine. If Jordan is unable to secure enough support by Tuesday,
CBS News reports that some Republicans would be willing to push for a bipartisan
deal that would expand the ability of the current interim speaker Representative
Patrick McHenry to move legislation on Israel and government funding. Questions
are also being raised as to why Fox News and Hannity are apparently trying to
influence how lawmakers vote for House speaker, a role that is second in line
for the presidency after the vice president.

Trump Lands Parting Shots Ahead of Potential Gag Order

TL/DR: “They want to take away my First Amendment rights, and my ability to both
campaign and defend myself. In other words, they want to cheat and interfere in
the 2024 Presidential Election," Donald Trump wrote on Truth Social last night.

Donald Trump has lashed out at the judge and prosecutor in his election
interference case, just hours before Judge Tanya Chutkan considers whether to
place him under a gag order. Trump accused both Chutkan and the Department of
Justice special counsel, Jack Smith, of being "political hacks and thugs" who
are guilty of election interference.

As the former president faces four felony counts related to efforts to overturn
the 2020 election in Georgia, federal prosecutors asked Chutkan to impose an
order restricting him from making "inflammatory" and "intimidating" comments
about witnesses, lawyers, and others involved in the case. Chutkan warned that
inflammatory comments could move up the trial. If a gag order is imposed, she
will have to navigate how it's enforced to not fuel Trump's political
persecution claims. Law professor, Catherine Ross, told the Associated Press she
will need to be wary to not play into "conspiracy theories" Trump's followers
tend to advocate for. Although no one has First Amendment rights to intimidate
witnesses, legal scholar Erwin Chemerinsky says there is "no indication that
[Trump's] speech has risen to that level."

What happens now? Judge Chutkan has said Trump doesn't have to attend today’s
hearing and she hasn't said whether she will decide on the gagging order today.
The election trial is set to begin in March. As Trump fights to secure his spot
in the White House, the more indictments gained won't necessarily hurt his
chances. There is little evidence in the polls that Trump's indictments have
hurt his chances in 2024, which is "pretty remarkable," according to Professor
David C. Barker, director of the Center for Congressional and Presidential
Studies at American University. Trump has seen a boost in his numbers since his
first charge. FiveThirtyEight has recorded a nearly 12 percentage-point climb in
his average GOP primary standing since March 2023, at 58.7%. Real Clear Politics
registered a similar uptick, reporting 57.4% of support.

Americans Sour on Uncertain Economy Heading Into Next Year

TL/DR: Americans' feelings about where their personal finances will be in the
next year fell by 15% over fears of high prices.

Americans are pessimistic about their livelihoods as high prices and fears over
a decline in their personal finances weigh on their expectations about where the
U.S. economy is headed. The University of Michigan's preliminary reading on
consumer sentiment came in at 63 in October from 68.1 in September — the third
straight monthly decline. Americans expect inflation to hit 3.8% over the next
year, more negative than last month when they anticipated it to be at 3.2%.

Expectations of high prices could help companies push prices up for goods and
services, hampering the Federal Reserve's fight to lower inflation toward its 2%
target. Consumer sentiment appears to have dampened amid a rise in gasoline
prices and expectations that the Israel-Hamas uprising could push oil prices
higher. The "impasse over the next House Speaker...the UAW strike; the restart
of student loan payments; and the recent uptick in long-term interest rates"
could also be playing a role, Comerica Bank's Chief Economist Bill Adams told
Newsweek. Parents who had help with childcare also saw that support disappear
last month. Research shows that households spend nearly a third of their income
on childcare.

What happens now? Treasury Secretary Janet Yellen said interest rates may
persist, while insisting the U.S. economy is “in a good place.” “Higher interest
rates may persist, although that’s not clear,” Yellen told Sky News today. “Our
fiscal situation is by no means unsolvable. We have to be attentive to it.”
However, Americans feel they may have to live with higher prices for longer.
While the latest inflation report showed consumer prices rose in September,
underlying inflation trends remain moderate, economists say. They widely expect
the Fed to hold rates steady at the end of its monetary policy meeting on
November 1 and maintain their guidance that they will proceed cautiously in the
near term. Adams warned, "October’s unwelcome rise in inflation expectations is
more important than the CPI report in keeping a rate hike on the table at the
Fed’s December or January decisions."

China's Surveillance Tech Setback in Ukraine Could Open Door for US

TL/DR: Consumer spending during China's Golden Week annual holiday increased
from 2022 levels but was not enough to replace a slump in real estate spending.

The simmering conflict between the United States, its allies, and China and
Russia appears to be bleeding into Ukraine's existential fight against the
Kremlin's invasion as Ukrainian authorities act against Beijing-backed
mega-corporations blacklisted for assisting Moscow's war. Newsweek has uncovered
new details of a landmark decision blocking a Ukrainian company associated with
a Chinese technology giant from doing business with a regional authority due to
concerns over Beijing's close relationship with Moscow and potential undue
Chinese influence.

The case may set an important precedent for rolling back decades of Beijing's
growing commercial presence in Ukraine if Kyiv deems the cost and risk
worthwhile. Ukraine's Anti-Monopoly Committee (AMCU) confirmed to Newsweek it
blocked Engineering-Analytica LLC, a partner of Chinese tech firm Hikvision,
from a public surveillance technology contract worth around $15,000 due to
concerns over Beijing's close relationship with Moscow, China was Ukraine's
biggest trading partner before the war, and Kyiv has been walking a tightrope
between China and its Western partners, economic and military aid from which has
been instrumental in Ukraine's survival.

What happens now? Economists expect the government to roll out new measures to
boost the overall market conditions if no improvement is seen in the coming
months. While China has done little so far to curtail stock market fears about
defaults by some of its biggest real estate companies, China’s financial sector
authorities have now proposed setting up a stock market stabilization fund to
boost domestic consumer confidence. Chinese economy expert Bert Hofman said
there are a series of reforms in the financial sector and the pension system
that Chinese politicians may have to undergo to return to the days of
high-growth GDP—which appears allusive at the moment—and boost the confidence in
a quest to shore up spending.

University Forcing Students With COVID to Leave Sparks GOP Anger

TL/DR: The Select Subcommittee on the Coronavirus Pandemic is looking into the
University of Maryland’s policy that force students with COVID-19 to isolate “at
their own expense.”

A Republican-led committee has launched a probe into the University of
Maryland's COVID-19 policy for students. This week, the Select Subcommittee on
the Coronavirus Pandemic "potentially harmful COVID-19 policies" as students who
contract COVID-19 are to be immediately forced into isolation—" presumably at
their own expense."

The university health center says there is no "designated isolation housing on
campus," leaving the committee questioning where $115 million of aid from
COVID-19 relief bills went to the school. Chairman Brad Wenstrup branded those
rules as "the same negative policies" instituted at the beginning of the
pandemic in 2020 at the expense of its students. In March, the Select
Subcommittee heard testimony about COVID-19 mitigation measures, correlating a
link between social closures and increasing mental health issues. 18,139 new
COVID admissions nationwide were reported in the week ending September 30, and
there have been localized rises where test positivity was at its highest in the
same period.

What happens now? In an email to The Baltimore Sun, a spokesperson from the
committee said they “fully expect the University of Maryland to comply” with the
request for a staff-level briefing and “provide transparency to students and
parents affected.” The University says they have made decisions that “prioritize
the safety of our community” and designed policies in accordance with local and
national public health guidance, adding they “stay focused on the health and
safety of our community." a spokesperson told Newsweek. It’s unclear whether
similar initiatives will go into effect in Fall 2023. However, in light of the
emergence of two new variants, EG.5 and BA.2.86, new mask mandates were
introduced in health-care facilities and other public places in at least three
states last month.

US Investment Fund Financing China's Military Buildup

A U.S. asset management company is continuing to invest in Chinese companies
linked to the People's Liberation Army (PLA) despite growing scrutiny, a new
report has revealed.

The Coalition for a Prosperous America (CPA) reported that the Vanguard Group
has invested in 2,100 Chinese A-share companies, exposing U.S. investors to
PLA's subsidiaries despite growing strategic tensions between Washington and
Beijing.

CPA wrote that Vanguard's fund has invested in "60 subsidiaries of Chinese
Military Industrial-Complex Companies (CMIC)" and "20 companies denied access to
U.S. technology because they are deemed "Military End Users" (MEU)."

One example of Vanguard's investment is an investment into a subsidiary linked
to the Aviation Industry Corporation of China (AVIC), which makes Beijing's most
advanced J-20 stealth jet, based initially on stolen U.S. technology.

The Vanguard Group has $8 trillion in global assets under its management, making
it the second-largest asset manager in the world—and a preferred U.S. investment
fund for diversified investment options.

   Patrick Harker is scheduled to participate in an event from 10:30 a.m.
 * U.K. Prime Minister Rishi Sunak is scheduled to address members of the
   Parliament and reiterate "the UK's total condemnation" of Hamas attacks on
   Israel, his office said. He will also discuss "out the government's approach
   to the developing crisis."
