The climate crisis, at its core, is a water crisis. Water and carbon directly
impact one another. As a result, climate impacts are most often experienced as
water crises – floods, storms, droughts, etc.




There is a tremendous need for collective government action to solve our shared
water challenges. For governments to make equitable and smart decisions
addressing the water crisis, they need access to clear, actionable water data –
the best decisions are made using the best data.




Explore how state and local governments can address challenges around water
during a discussion hosted by Government Technology, Governing and True Elements
on January 31 at 10 a.m. Pacific/1 p.m. Eastern. During this interactive
session, you will learn:




 * How agencies can collect, share and use water data insights to systematize
   water challenges and priorities
 * Why collective understanding and action is critical in making infrastructure
   decisions
 * How state and local leaders can get the funding they need to take collective
   water action related to equitable housing

ANDY KRICUN

MANAGING DIRECTOR AT MOONSHOT MISSIONS AND SENIOR FELLOW AT THE US WATER
ALLIANCE

Andy has 35 years of experience in wastewater and biosolids management. During
the 23 years as deputy director and then executive director of the Camden County
Municipal Utilities Authority, agency’s rates went up by only 4% total, from
$337 per household in 1996 to $352 at present. During the same time period,
environmental performance and community service also improved significantly.
Andy believes very strongly that water utilities must use their resources to be
environmental champions and anchor institutions in their communities. Since
February 2020, Andy serves as Senior Director with Moonshot Missions and also as
a Senior Fellow with the US Water Alliance; and serves on the NJ environmental
justice advisory council, the board of the NJ Conservation Foundation and the
steering committee for Jersey WaterWorks.


KIMBERLY NELSON

CHIEF OPERATING OFFICER, TRUE ELEMENTS

Kimberly Nelson joined True Elements in January 2022 as Chief Operating Officer
and Managing Director, Public Sector. Previously, Ms. Nelson was Senior Director
of Microsoft’s U.S. Public Sector’s State and Local Government Solutions
business. Her focus over 16 years was to work with Microsoft’s partner ecosystem
to develop repeatable online solutions that reduced cost, risk and time for
public sector clients in key sectors including Critical Infrastructure and
Health. Prior to Microsoft, Ms. Nelson had a 22-year career in public service in
both state and federal government. She served as Assistant Administrator and
Chief Information Officer, Office of Environmental Information, U.S.
Environmental Protection Agency where she was responsible for environmental
information policy. This was a Presidential Appointment confirmed by the U.S.
Senate. At the state level, she served as Executive Deputy Secretary,
Pennsylvania Department of Environmental Protection with responsibility for
Policy, Communications and Operations. Ms. Nelson has a bachelor’s degree in
Political Science (Shippensburg University) and a master’s degree in Public
Administration (University of Pennsylvania).


TERI TAKAI — MODERATOR

SENIOR VICE PRESIDENT, CENTER FOR DIGITAL GOVERNMENT

Teri Takai is the Senior Vice President of the Center for Digital Government, a
national research and advisory institute on information technology policies and
best practices in state and local government. She worked for Ford Motor Company
for 30 years in global application development and information technology
strategic planning. From Ford, she moved to EDS in support of General Motors.

A long-time interest in public service led her to the government sector, first
as CIO of the State of Michigan, then as CIO of the State of California, and
subsequently the CIO of the U.S. Department of Defense, the first woman
appointed to this role. She then served as the CIO for Meridian Health Plan. She
is a member of several industry advisory boards.

Teri has won numerous awards including Governing Magazine’s Public Official of
the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top
25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership
Award, and the Department of Defense Medal for Distinguished Public Service.
