UTILITY AND SERVICES MAPPING



The utility mapping service is our most comprehensive survey and reporting
solution for the mapping of buried services. The work is undertaken to PAS 128
specification as defined by the British Standard institute.

In addition to our standard electromagnetic location (EML) survey and cover
lifting exercise, we deploy state-of-the-art ground penetrating radar techniques
to identify and resolve any non-conducting services (such as PE gas or water,
PVC ducting etc.). The use of multiple techniques ensures the highest detection
levels of metal, plastic, masonry, ceramic, cables and buried structures such as
basements.  All ground trace markings and GPR grids are accurately established
and incorporated onto a base map to produce high-quality final CAD drawings with
all records of existing utilities. Our plans can be tailored to suit the client
needs and outputted in a variety of formats.






PAS 128




THE NEW STANDARD IN UTILITY MAPPING

In 2014, the British Standards Institution (BSI) issued a new Publicly Available
Specification (PAS) 128, which specifies the minimum that should be done in
respect to underground utility detection, verification and location, and also
provides guidance and pointers to best practice. RSK are proud to have been part
of the team that helped develop the new standard. RSK's George Tuckwell was on
the steering committee developing the standard, and was seconded onto the
drafting panel to help write the section on detection.



PAS 128 gives the client much more control over the specification of the survey
and the tools to hold the practitioner accountable for their data acquisition
and deliverables. Utility surveyors can no longer operate to unknown levels of
quality that produce varying levels of detail and then hide behind the “black
box" of GPR as an excuse.



The new PAS 128 standard sets out 4 category types (levels of accuracy) of
survey:

 * Level D - Desktop utility records search

 * Level C - Site reconnaissance

 * Level B - Utility detection using EML and GPR

 * Level A - Verification via intrusive inspection

RSK offer all the above surveys, and is fully PAS 128 compliant.




RSK SAFEGROUND’S DESK BASED TEAM PROVIDE UTILITY SEARCHES OF STATUTORY SERVICE
PROVIDERS, PROVIDING SERVICE PLANS THAT CAN BE USED FOR SITE INVESTIGATION
WORKS. WE HAVE 3 LEVELS OF SERVICE:




LEVEL 1

Our Level 1 searches will request plans from all service companies, and includes
searches of all local councils and authorities, highways, rail and underground
providers.


LEVEL 2

Our Level 2 Desk Based Utility Reports combine all the responses, both affected
and unaffected replies, into a report that can be included as part of a site
investigation, mapping survey or due diligence report.


LEVEL 3

Our Level 3 Combined Service Record Plan overlays the services information onto
an OS background that can be used as useful reference information for our
clients when planning or undertaking due diligence reporting.





WHY SAFEGROUND?


RSK'S DEDICATED UTILITY DETECTION PROVIDER



In the last few years we have developed the SafeGround service stream to support
our colleagues in the RSK Group (RSK Geosciences, Structural Soils, Ian Farmer
Associates, ADAS and many more) through our permit to dig procedures. 
PAS128:2022 includes Annex A which details how PAS128 surveys should be utilised
in Permit to Dig site investigation work, SafeGround provides a one stop shop
for all service avoidance needs when breaking ground, including the provision of
desk based service searches and plans.



SafeGround provide qualified geophysicists and experienced utility surveyors to
undertake service avoidance which includes recorded GPR data, auditable
sketches, plans and certificates to feed into the Permit to Dig procedures to
PAS128:2022 and HSG47 specifications.
