李总理在回答《联合早报》记者提问时解释，卢旺达是个治理得比较成功得小国，有决心要把国家振兴起来，也认为新加坡有他们可以借鉴的地方，而新加坡也觉得卢旺达有合作的潜能，所以他就趁着共和联邦首脑会议去年在卢旺达举行时进行了双边访问。

他说，新加坡和非洲的关系虽然仍然处于起步阶段，但我国与过去经常接触的区域邻国和发达经济体保持发展之余，也应该开辟新的天地。

“他们当中有一些已经在非洲活动，一些则在寻找商机。我希望这能朝向正面的结果发展。”

非洲大陆幅员广阔、情况复杂，一些国家面对许多问题，也有一些展现了潜力。但就算是情况复杂的一些国家，如果人们知道找谁搭档，以及可以进入哪一些领域，仍然可以找到商机。

李显龙总理星期四（5月18日）晚上结束为期六天的非洲之行。他在回国前接受随团新加坡媒体的访问时，总结了这次出访的收获。

李总理说，他今年决定再一次到非洲，访问肯尼亚和南非，与当地政府交流。同时也带了商务代表团，让他们借着总理访问的机会同商业伙伴接触。

李总理分析，非洲人口庞大、年轻、有动力，但市场也具有风险。新加坡必须了解非洲各个国家不同的情况，清楚哪一些国家比较具有潜能，哪一些有比较完善的政治体系和比较稳定的社会制度，适合新加坡企业到那里投资。
