FAQ Supported Browsers MOBILE APP MEET THE 2024 BOARD OF DIRECTORS CANDIDATES In accordance with the Bylaws, members are elected to the Board of Directors by ballot submitted online or by mail. All members of the Credit Union who are at least 18 years of age by the date of the meeting are eligible to vote. Ballots will be counted prior to the Annual Meeting and the results will be announced at that meeting. This year there are three Director positions to be filled. The candidates with the three highest vote tallies will fill the three expiring terms and serve three year terms. VOTING INFORMATION Voting begins on February 22, 2024 at 12:00 AM Eastern Time. All ballots must be received by the independent Tellers of Election, CUES eVote, no later than March 22, 2024 at 11:59 PM Eastern Time. Vote Now The 77th Annual Meeting of the Credit Union is scheduled for April 2, 2024, at 3:00 PM Eastern Time. The meeting will be a hybrid meeting held in-person at the Credit Union Lending Center, 4th Floor Meeting Room, 1725 I Street NW, Washington, DC 20006 and with online attendance via Zoom. Registration for both in-person and online attendance as well as login credentials will be provided closer to the date. ELECTION CANDIDATES VAN PULLEY Background: Credit Union Member for 36 years (BFSFCU Board Member from 2012 to present) Location: USA Education: M.P.A., Princeton University, Woodrow Wilson School (Economics and Public Policy); B.Sc. Georgetown University, (International Economics); A.M.P., Harvard Business School Current Job Title and Employer: Retired, World Bank LEARN MORE ABOUT VAN PULLEY Relevant Work Experience: I had a 28-year career at the World Bank, including assignments as Vice President of Corporate Finance and Risk, Sr. Director of the General Service Department (now GCS), and overseas assignments including Country Director of the Philippines. Candidate’s Statement of Desire to Serve: I have been a member of the BFS Board for 12 years, so prior to my retirement in 2015. I’m currently Vice President of the Board, Chair of the Member Services and Technology Committee and also serve on the HR Committee. I have a particular interest in supporting investments in technology and staffing to ensure that our business systems and services are robust and readily accessible from any location, and also as secure as possible from cybersecurity threats—a primary financial sector risk. I want to continue my focus on broadening and improving member services. I am also committed to safeguarding the enviable financial strength of BFS, while paying the maximum sustainable dividends and rewards to members for their loyalty. Answer 5 LUCA ANTONIO RICCI Background: Credit Union Member for 27 years Location: USA Education: Ph.D., International Economics, The Graduate Institute, Geneva; Visiting Fellow, Economics Department, Harvard University; M.A., International Economics, The Graduate Institute, Geneva; B.A. in Economics, University of Rome La Sapienza, Italy, summa cum laude Current Job Title and Employer: Advisor and Mission Chief, IMF LEARN MORE ABOUT LUCA ANTONIO RICCI Relevant Work Experience: After 27 years at the IMF and one year at Barclays International as Managing Director, I bring a well-diversified and deep knowledge of economic and financial issues. I benefitted from many years of experience as a mission chief of numerous countries with very diverse economic and financial policy challenges, while my experience at Barclays exposed me to the inner working of a global investment bank. My rigorous approach is witnessed by numerous publications on macroeconomic and international finance issues. I am currently also managing the agenda related to Central Bank Digital Currency, digital payments, and crypto-assets for the African Department. Candidate’s Statement of Desire to Serve: I would like to leverage on my knowledge and expertise stemming from 27 years of a well-diversified Fund career and one year at Barclays International in order to contribute to ensuring a safe and effective management of BFSFCU services and products --with a careful consideration of both domestic and global developments and risks --as well as to enhancing the bank’s efficiency and prudent practices. Leveraging on my current role as manager of the digital agenda in the African Department, I would also like to ensure that the BFSFCU digital banking practices are efficiently but prudently evolving with the fast-paced progress in this field. At the Fund I have been mission chief for multiple countries, managing a broad set of tasks and events, and engaging in an extensive analytical agenda with a strong publication record. At Barclays I was managing the bank global perspective of countries’ economic and financial issues. Answer 5 JEAN-PIERRE BRUN Background: Credit Union Member for 15 years Location: USA Education: Two master’s degrees; Law (University of Paris), Political Science (Sciences Po); Graduated from the French National School for Prosecutors and Judge (Paris, France) Current Job Title and Employer: Senior Financial Specialist, World Bank LEARN MORE ABOUT JEAN-PIERRE BRUN Relevant Work Experience: As a former management and financial auditor of state owned industrial and financial businesses in France, I have gained relevant experience in finding how organizations, including financial institutions, can strengthen their management while improving their relations with clients, stakeholders, and government agencies. Areas in which I developed this experience were also related to integrity and conflict of interest, analysis of financial statements, compliance with anti-money laundering regulations. As a senior financial specialist, I advise WB clients on how to set up supervision and compliance mechanisms based on a risk-based approach without overburdening and unbalanced constraints. Candidate’s Statement of Desire to Serve: As a member of the BFSFCU for more than 15 years, I am very happy to benefit from the services it provides. My family has their bank accounts in the BFSFCU as well. I would be happy to volunteer and see how we could further increase the quality of the service provided to members while maintaining a strong and well-balanced financial position for the institution. I have experience in audit management for similar institutions. I am also very motivated on working on how to introduce modern technology while maintaining a great personal interaction between staff and members. Finally, I would be happy to contribute with my experience as a senior financial specialist on streamlining a good risk based approach to the organization and the implementation of relevant compliance and control systems. LÚCIO VINHAS DE SOUZA Background: Credit Union Member for 13 years Location: USA Education: Ph.D in Economics, Erasmus University Rotterdam, the Netherlands; M.Sc and B.A. in Economics, Universidade Nova de Lisboa, Portugal Current Job Title and Employer: Fellow, Harvard University; Visiting Professor, Brandeis University; Consultant, World Bank LEARN MORE ABOUT LÚCIO VINHAS DE SOUZA Relevant Work Experience: I am a Fellow at Harvard University, a Visiting Professor at Brandeis University, a Consultant to the World Bank, a Member of the Board of the National Economists Club in Washington, D.C., and previously I was Head of the Team of Economic Advisors for the President of the European Commission, Managing Director and Chief Economist at Moody’s and Senior Economist at World Bank in Washington, D.C. I am very proud to have started my international career at the United Nations. Candidate’s Statement of Desire to Serve: My commitment to serve my esteemed colleagues at IMF and the World Bank is demonstrated by my wish to help support their continued financial wellbeing through BFSFCU, an institution I deeply respect and from which me and my family have greatly benefited from. Being born in Brazil and having lived in several different countries in Latin America, Europe, and in the United States, I have a strong belief in the importance of intellectual and background diversity for optimizing outcomes. My over twenty years-long professional and personal financial and economic experiences in both Developed and Developing economies enables me to intuitively understand the needs and expectations of BFSFCU’s diverse members. Given this, I will be deeply honored if you choose me to serve you, and I pledge to do so in an effective and faithful fashion, while striving to keep BFSFCU as an innovative and responsive institution. ANNE-MARIE GULDE Background: Credit Union Member for 32 years (BFSFCU Board Member from 2015 to present) Location: USA Education: Ph.D., International Economics, Graduate Institute of International Studies, Geneva; Diplom Volkswirt, University of Tuebingen, Germany.e Current Job Title and Employer: Deputy Director, Asia and Pacific Department, IMF LEARN MORE ABOUT ANNE-MARIE GULDE Relevant Work Experience: Member of BFSFCU’s Board for nine years, President of the Board since 2018, previously served as Secretary to the Board and Head of the Human Resources Committee. Over the past years closely involved in BFSFCU’s strategy to modernize while retaining focus on member needs. Thirty years of work experience at the IMF, of which ten years in the Monetary and Capital Markets Department. Extensive exposure to macro and micro financial sector stability issues, including through leadership of Financial Sector Assessment Programs (FSAPs) and of financial stability related technical assistance. In my present assignment holding departmental and interdepartmental responsibilities on financial sector issues. Candidate’s Statement of Desire to Serve: Like for many BFSFCU members, the credit union is my primary financial institution. Since joining the Board my focus has been on ensuring excellence in BFSFCU’s financial and operational management, while maintaining a strong focus on member needs and preferences. All financial institutions currently face an exceptionally challenging external environment: tightening financial conditions, increasingly strict financial regulation, and a rapidly changing landscape of financial service offerings. An effective Board will ensure that the voice of members is heard, and their financial needs continue to be addressed. If reelected my priorities would be to ensure that BFSFCU maintains its track record in member focus, ensures adequate financial and service innovation, while ensuring continued financial strength and excellent management of the institution. CHRISTOPHER TOWE Background: Credit Union Member for 35 years (BFSFCU Board Member from 2018 to present) Location: USA Education: Ph.D and M.A. in Economics, University of Western Ontario; B.A. (Hons), Queen’s University Current Job Title and Employer: Consultant, Self-employed LEARN MORE ABOUT CHRISTOPHER TOWE Relevant Work Experience: I presently consult, including for the World Bank and IMF, and I serve on the BFSFCU Board. This followed a 30-year career at the IMF, including as Deputy Director in the Fiscal Affairs Department, responsible for Europe, and as Deputy Director in the Monetary and Capital Markets Department, where I oversaw the FSAP program and financial sector technical assistance. During my IMF career I served as mission chief to a wide range of countries, including the U.S., Canada, India, and Hong Kong. Before joining the IMF, I worked for three years at the Bank of Canada covering money markets. Candidate’s Statement of Desire to Serve: During my service on the BFSFCU’s Finance Committee, including as Board Treasurer, I have been privileged to work closely with my Board colleagues and the credit union’s management in successfully responding to the pandemic and the subsequent extraordinary tightening of U.S. monetary policy. And if re-elected I am eager to continue promoting our institution’s sound risk management and budgetary practices; supporting the credit union’s continued focus on improving the quality and cost effectiveness of its services; and ensuring that we remain well placed to addressing the needs of its unique membership in all stages of their financial journey. ZLATKO HURTIC Background: Credit Union Member for 27 years Location: USA Education: University of Law, Sarajevo, Bosnia and Herzegovina and MIPP in Economics, SAIS, Johns Hopkins University, Washington, D.C., USA Current Job Title and Employer: Consultant, World Bank LEARN MORE ABOUT ZLATKO HURTIC Relevant Work Experience: As retired WBG staff member, I am currently working as consultant within the office of the Director for IDA Mobilization and IBRD Corporate Finance. Before I have worked for the WBG Board of Directors as adviser to several Executive Directors. I possess the field experiences as I was working in Bosnia and Herzegovina, Asia, and Africa. I was also involved in private sector. As majority shareholder I managed at least one company. In addition, I have experience of investing in financial markets. Throughout my career, I have advised several prime ministers/ministers of different countries, also on how to strengthen the banking/ finance sector. Candidate’s Statement of Desire to Serve: For the number of years I have worked as adviser to the Board of Directors of the WBG. During this period (and today) I have been pleased with the BFSFCU services and would like to join its Board to provide my contribution to help the credit union to keep doing a good job for its members. And all this based on my experience in working within the World Bank Group and outside of it. JAMES MORSINK Background: Credit Union Member for 31 years Location: USA Education: Ph.D., Economics, Massachusetts Institute of Technology; B.A., Public and International Affairs, Princeton University Current Job Title and Employer: Deputy Director, WHD, IMF LEARN MORE ABOUT JAMES MORSINK Relevant Work Experience: Professional economist for 31 years, including 9 years (2012–21) in the Monetary and Capital Markets Department (MCM) of the IMF. As Deputy Director in MCM, oversaw about 70 financial sector assessments over the course of six years, during which I developed a deep understanding of financial systems. Co-authored chapter on IMF stress testing in the Handbook of Financial Stress Testing, published by Cambridge University Press (2022). Candidate’s Statement of Desire to Serve: As I retire after 31 enriching years working for the IMF, I am eager to serve my community and work towards financial inclusion. I believe that serving on the Board of Directors of our credit union presents an amazing opportunity to advocate for the needs of our membership and ensure that the credit union remains financially stable. In my professional journey, I have developed a deep understanding of financial systems and their importance in fostering access to economic opportunities. I believe that my extensive background in financial sector assessments, combined with my strategic mindset and collaborative approach, uniquely position me to contribute meaningfully to the governance and decision-making processes of the credit union. I am dedicated to upholding the credit union’s mission of member-centric service, financial education, and ethical practices.
