As introduced, this bill:

 * Provides that the first district of the Fifth Circuit Court of Appeal will be
   divided into three (instead of two) election sections and establishes the
   boundaries of the election sections.
   
 * Provides that four instead of five judges will be assigned to election
   section one, one judge to election section two, and one judge to election
   section three.ย 
 * Provides for the procedures to elect the six judges in the first district of
   the Fifth Circuit Court of Appeal.ย
