ISRAELI FORCES KILL TWO PALESTINIANS IN OCCUPIED WEST BANK

Ramallah, occupied West Bank – The Israeli army has killed two Palestinian men
during two separate raids in the occupied West Bank, according to the
Palestinian health ministry and the state news agency. The men were identified
as Samer Khaled, 25, from al-Ain refugee camp in Nablus, and Yazan Affaneh, 26,
in Umm al-Sharayet, a neighbourhood south of Ramallah and el-Bireh.Khaled was
killed at approximately 5am (02:00 GMT) on Thursday after confrontations broke
out with the Israeli army during its raid on the Balata refugee camp in Nablus,
according to the official Wafa news agency. The Israeli army did not comment on
the killing but said its forces had operated in the Balata camp and arrested
“wanted” suspects. “During the operation, the forces responded by firing after a
shot was fired at them,” the army said on Twitter. The Israeli army killed
Affaneh about an hour later, during confrontations that broke out following its
raid on Umm al-Sharayet.Israeli forces said that they had “information regarding
the allegations of a dead Palestinian”. The army spokesperson said that they had
conducted operations in el-Bireh and “confiscated funds that were suspected to
be destined for terrorism”. He added: “Confrontations erupted in some areas of
the West Bank, during which stones were thrown and Molotov cocktails were thrown
at the soldiers, who responded by using means to suppress and disperse the
demonstrations.” According to Wafa, the youth was from the nearby Qalandiya
refugee camp, which falls within the boundaries of occupied East Jerusalem but
is cut off from the city by the Israeli separation wall.

POTENTIAL ‘CRIMES AGAINST HUMANITY’ IN CHINA’S XINJIANG, UN SAYS

China’s detention of Uighurs and other mostly Muslim ethnic minorities in the
northwestern region of Xinjiang may amount to “crimes against humanity”, the
United Nations human rights office said in a long-delayed report that was
finally published late on Wednesday. The 45-page report (PDF) called on Beijing
to immediately release “all individuals arbitrarily deprived of their liberty”,
clarify the whereabouts of those whose families have been unable to locate them
and undertake a “full review” of its laws on domestic security and repeal all
discriminatory laws.The document, published 13 minutes before UN Human Rights
Chief Michelle Bachelet’s term ended, came four years after a ground-breaking
report from the UN Committee on the Elimination of Racial Discrimination that
revealed that more than one million people were being held in a network of
detention centres across Xinjiang. The government of the United States as well
as parliaments in the United Kingdom, Canada and France have since labelled
China’s treatment of the Uighurs as “genocide”. Bachelet’s report makes no
mention of the word “genocide”, but concludes that “serious human rights
violations have been committed” in Xinjiang “in the context of the Government’s
application of counter-terrorism and counter-‘extremism’ strategies”. “The
extent of arbitrary and discriminatory detention of members of Uyghur and other
predominantly Muslim groups … may constitute international crimes, in particular
crimes against humanity,” it said.Beijing at first denied the camps’ existence
but later said they were vocational skills training centres necessary to address
“extremism” among Uighurs, a predominantly Muslim Turkic people who differ in
religion, language, and culture from China’s majority Han ethnic group. In a
letter published in an annexe to the report, China’s Permanent Mission to the
United Nations in Geneva said it firmly opposed the report’s publication,
claiming it was based on “disinformation and lies fabricated by anti-China
forces and out of presumption of guilt”.

DEADLY CLASHES BETWEEN RIVAL ARMED GROUPS ERUPT IN LIBYAN CAPITAL

Deadly clashes broke out between rival Libyan militias in the centre of Tripoli
with the sound of gunfire echoing through the heavily populated part of the
capital city threatening two years of relative peace. The violence on Saturday
comes in the wake of a build-up of rival forces in Tripoli over the past week as
they jostle for power while the North African country remains divided between
rival administrations in the east and the west.The country’s democratic
transition was delayed after the presidential elections scheduled for last
December were postponed indefinitely. “This is horrible. My family and I could
not sleep because of the clashes. The sound was too loud and too frightening,”
said Abdulmenam Salem, a central Tripoli resident. “We stayed awake in case we
had to leave quickly. It’s a terrible feeling.” There was no immediate comment
from the interior and health ministries about the fighting, which paused in the
morning before resuming. Tripoli University said it was suspending classes
because of the fighting. Ali, a 23-year-old student who declined to give his
surname, said he fled his apartment along with his family during the night after
bullets struck their building. “We could not stay any longer and survive,” he
said.Tensions have risen after Fathi Bashagha, backed by the east-based
parliament, was sworn in as prime minister in February amid calls for Prime
Minister Abdul Hamid Dbeibah, head of the transitional government based in
Tripoli, The Government of National Unity (GNU) , to cede power. The United
Nations has voiced concern after the Tobruk-based parliament voted to install
Bashagha as prime minister.

PUTIN ORDERS RUSSIA TO INCREASE SIZE OF ARMED FORCES BY 137,000

Russian President Vladimir Putin has ordered the Russian military to increase
its number of soldiers by 137,000 to a total of 1.15 million servicemen amid
Moscow’s military action in Ukraine. Putin’s decree, which takes effect on
January 1, did not specify whether the military will beef up its ranks by
drafting a bigger number of conscripts, increasing the number of volunteer
soldiers or using a combination of both.The decree issued on Thursday will boost
the overall number of Russian military personnel to 2,039,758, including
1,150,628 servicemen. A previous order put the military’s numbers at 1,902,758
and 1,013,628 respectively at the start of 2018.

UK INFLATION COULD HIT 18 PERCENT NEXT YEAR: CITI FORECASTS

British consumer price inflation is set to peak at 18 percent in early 2023 –
nine times the Bank of England’s target, according to an economist at US bank
Citi, raising his forecast once again in the light of the latest jump in energy
prices. “The question now is what policy may do to offset the impact on both
inflation and the real economy,” Benjamin Nabarro said in a note to clients on
Monday.Consumer price inflation was last above 18 percent in 1976. In July, UK
inflation jumped to 10.1 percent, its highest since February 1982, according to
official figures. The frontrunner to become Britain’s next prime minister, Liz
Truss, was likely to come up with measures to support households that would have
a limited offsetting impact on headline inflation, Nabarro said. With inflation
now set to peak substantially higher than the Bank of England’s 13 percent
forecast in August, its Monetary Policy Committee was likely to conclude that
the risks of more persistent inflation have intensified, the note said.“This
means getting rates well into restrictive territory, and quickly,” Nabarro said.
“Should signs of more embedded inflation emerge, we think Bank Rate of 6-7
percent will be required to bring inflation dynamics under control. For now
though, we continue to think evidence for such effects are limited with
increases in unemployment still more likely to allow the MPC to pause around the
turn of the year,” he added. The BoE announced a rare half percentage-point
interest rate increase earlier this month and investors expected another big
move when the MPC makes its next scheduled monetary policy announcement on
September 15. Nabarro said he expected Britain’s retail price index – which is
used to set the return on inflation-linked bonds – would peak at more than 20
percent.
