Manheim Township Republican Committee Regarding Public Inquiry of Patricia
Kabel’s Actions as Manheim Township Tax Collector


Many of our Manheim Township Republican Committee (hereinafter “MTRC”) members
have been questioned about the conduct of the Municipal Tax Collector due to her
recent lawsuits and the aftermath of those lawsuits. The majority of the
Committee believes we need to respond to these concerns as follows:
In 2013, Tricia Kabel was endorsed by the MTRC to run as the Republican
candidate for the Municipal Tax Collector position. In 2017, Tricia Kabel was
again endorsed by the MTRC to run as the Republican candidate for the Municipal
Tax Collector position. Kabel was endorsed to run for a second term because she
was effective in her position as tax collector. She also appeared at that time
to meet the benchmark criteria for which candidates are endorsed. During the
2017 nominating endorsement process, Kabel never revealed to the MTRC her desire
to file a lawsuit. When it came time to vote on her endorsement by the
Committee, Kabel again never revealed to the MTRC that she was considering
filing a lawsuit. The Tax Collector is a locally elected position established by
Pennsylvania law. As such, Kabel is not a Township employee, is not under
Commissioner’s control and can only be removed from office by action of the
State Legislature. While some of the terms of her first lawsuit were upheld by
the Court, Kabel was made aware that the majority of the MTRC disapproved of it,
citing the costs to the school district ultimately to be passed on to the
taxpayers. The MTRC does not approve of the subsequent confusion to the
taxpayers that resulted from the outcome of her lawsuit. Concerns regarding this
situation should not be directed to the Manheim Township Commissioners since the
Tax Collector is an independent, locally elected official. All concerns
regarding this issue should be directed solely to Kabel for her immediate
response.


WELCOME

Manheim Township is a wonderful place to live and raise families. It has
beautiful parks and preserved open spaces, a superior public library and
educational system and responsive police and fire services. The Manheim Township
Republican Committee works hard to promote candidates who will continue these
benefits in a fiscally responsible manner. Lower taxes. Safer communities.
Better schools.
