The Hungry Steppe examines one of the most heinous crimes of the Stalinist
regime: the Kazakh famine of 1930–33. More than 1.5 million people, a quarter of
Kazakhstan's population, perished. Yet the story of this famine has remained
mostly hidden from view. Sarah Cameron reveals this brutal story and its
devastating consequences for Kazakh society.
Through extremely violent means, the Kazakh famine created Soviet Kazakhstan, a
stable territory with clear boundaries that was an integral part of the Soviet
economy; and it forged a new Kazakh national identity. But ultimately, Cameron
finds, neither Kazakhstan nor Kazakhs themselves integrated into Soviet society
the way Moscow intended. The experience of the famine scarred the republic and
shaped its transformation into an independent nation in 1991.
Cameron examines the Kazakh famine to overturn several assumptions about
violence, modernization, and nation-making under Stalin, highlighting the
creation of a new Kazakh national identity and how environmental factors shaped
Soviet development. Ultimately, The Hungry Steppe depicts the Soviet regime and
its disastrous policies in a new and unusual light.

This is a useful and well written overview of the Kazakh famine of the early
1930s, which was provoked by Soviet attempts to simultaneously settle and
collectivize a nomadic people. Around 1.5 million people died, representing
around 40% of the ethnic Kazakh population.
Cameron provides a good analysis of the famine’s background and causes.
Tragically, there seems to have been no intentional malice, but rather a lethal
combination of badly misplaced good intentions (helping the Kazakhs “progress”
to become settled farmers ); woeful ignorance of the actual realities on the
ground (including the fragile ecology of the arid steppes); a strong degree of
callousness (a sense that some lives must be lost as part of the great march
forward); and above all a failure to adequately understand and react when the
situation started spiraling dramatically out of control.
Cameron writes well, avoiding academic jargon, and carefully explains the
broader context for the main events, as well as navigating through the details
of the famine itself.
A useful work, both in understanding the Kazakh famine itself, and also as one
example of the broader tragedies caused by forced collectivization across the
USSR.

It is a well crafted, well researched book. But it is, BORING. It had a lot of
potential to try and give us the perspective of the people involved, through
oral testimony, diaries, and other ways of impressing the reader with the scale
of the Kazakh deaths in the 1920s. But, sadly, the author fails to bring us that
emotionally connection with what had happened, instead, going through grain
production, meat production, industrial production; which is good, to an extent.
The argument she made in the book, it is generally speaking quite clear, but, I
wonder why we should read something about a people who suffered nearly 50%
deaths from famine and mismanagement, without seeing their side and who they
were -- who were these people? I still don't know. I think the author should
have gotten inspiration from other works on genocides (she says the Kazakh one
was an unintentional genocide) like Armenia, the Pontic Greeks, Ukraine, and
others, so we could enjoy reading it because we actually cared about the people
we reading it for -- after all, we bought the book because wanted to know more
about the subject, the people of Kazakhstan and their suffering, not whether it
was on-par with the Ukrainian genocide, whether it was an intentional one,
whether Kazakh urbanization was bound to happen (which she argues it was).

Can you get to Socialism by camel? Put more seriously, was there a place for
nomadic and semi-nomadic pastoralists in the Soviet Union? After Soviet control
over the vast lands of Kazakhstan was fully established in the early 1920's this
was a topic of serious debate, with some experts keen to draw analogies with the
North American plains and suggest that long range cattle and sheep droving was a
viable economic basis for future development. As the New Economic Policy broke
down, however, they were marginalised (most had non-Bolshevik pasts and were
deemed politically unreliable). Instead the region lurched towards tragedy. A
ruthless localised form of dekulakisation (undertaken even before this came on
the agenda elsewhere in the Soviet Union) saw mass confiscations of livestock
from better off herders. This was followed by an equally ruthless and incoherent
collectivisation process marked both by Stalin's obsession with sowing more
bread grains even in areas completely environmentally unsuited for this and by a
belief that nomad herds were almost infinite in size and could be confiscated at
will to feed Moscow and Leningrad with meat. The result was a horror story of
famine, disease, armed resistance brutally suppressed, a massive refugee crisis
both internationally (as Kazakhs fled to China) and within the Soviet Union. In
the grim Stalinist prioritisation of access to food, nomadic herders ranked even
below the Gulag inmates slaving in the Karaganda coal mines. When things
eventually stabilised somewhat by 1934, some 1.5 million were dead- a quarter of
Kazakhstan's population, and an even higher percentage of the ethnic Kazakh
part.
Cameron's book tells the story very clearly and pulls no punches on the
horrendous human cost of this attempt to turn nomads into sedentary farmers as
part of a process of creating a Soviet Kazakh national identity. She also
recounts the ambivalence with which this issue has been handled in post-Soviet
Kazakhstan; unlike Ukraine, Stalinist mass murder has not become a key building
block of national identity. There are however a few gaps in her account which
one would have liked to know more about. Cameron is quite clear that the whole
grim process relied on the cooperation of elements of Kazakh society- Communist
Party control in the steppe was just too fragile to dispense with this aid.
Apart from a tiny number of high level figures, however, it's hard to tell just
who these people actually were and why they did what they did. On a related
point, she makes a great deal of the impact of Soviet nationalities policy on
the process but it's a lot harder to work out what the idealised Soviet Kazakh
nation ought to have looked like. Sedentary farming was obviously important, but
what about other issues? Religion, for instance, gets very little coverage
though there were clearly issues around the practice of Islam. Education is
hardly mentioned.
Finally, it's surprising that the story Cameron tells isn't explicitly placed in
the context of colonialism- another example of how Tsarist Russia and its Soviet
heir somehow gets overlooked in studies of European colonialism. Even before
1917 there was a significant Russian settler presence in Kazakhstan and this
grew under the Soviets. These settlers are almost invisible in the book. The
conviction that nomads were by definition backward and deficient by comparison
with settled (in this case Russian) farmers played a big role in the tragedy.
Even as Kazakhs starved, Kazakhstan was used as a massive penal colony with
uprooted Russian and Ukrainian peasants being dumped there as punishment for
resisting collectivisation. The complex contemporary handling of the events in
the early 1930's cries out for a postcolonial analysis.
Nevertheless this is a very valuable account of one of the forgotten tragedies
of the 20th century.

inPower読んだ。日本語訳書ではボッフアの（ソ連邦史）全4巻－大月書店ーは、ある時期何度も読み返した。すべて遠い日のことである。そして今カザフスタン１９３３年についての本が読める。手元にあるAnne
Applebaum の本Red
Famineによるとウクライナ１９３３年については多くの本があるようである。それに比べカザフのこのテーマの本少ない。カザフで餓死または流失したの遊牧民でありその多くは文盲であったという。さらにカザフでこの飢餓のoral history聞き取りはやっと２００８年に始まったという。(206p。注９７）
なおこの本でcannibalismの情報はすくない。(156p）その理由はひとつにカザフの内務関係の文書－当時はOGPUーが西側研究者に非公開なことによると思う。（１７６ｐ）
