SNOWPLOW .NET ANALYTICS SDK 0.3.0 RELEASED

This release fixes string parsing for events that contain " in the fields and
naming of the refr_dvce_tstamp field. It also updates the project framework and
dependencies. Notably, the project now uses netstandard version 2.1 instead of
1.1 and the Newtonsoft.Json dependency has been updated from 10.0.3 to 13.0.3.
