FROM NOW ON, YOU MUST HAVE THIS LICENSE YOU WON’T BE ABLE TO DRIVE 10 MPH OVER THE SPEED LIMIT – ITS ARRIVAL IN CALIFORNIA IS ALREADY SCHEDULED After Governor Gavin Newsom signed the AB-645, six cities will see new California radars in their neighborhoods starting in 2024. In the upcoming year, Oakland, San Francisco, Glendale, Long Beach, Los Angeles, and San Jose will start to install speed cameras on a trial basis. In addition, cities are required to produce reports on their initiatives that include information on community effects and any enhancements to street safety. Drivers who exceed the speed limit by at least 11 mph will be subject to fines beginning at $50, with the amount of the charge being based on the driver’s income after a 60-day trial period during which only warnings would be issued for infractions. Additionally, to lower speeding and traffic fatalities, the radars will give priority to regions near schools, high-injury junctions, and notorious street racing corridors. If the trial program is successful, officials indicated they may move the speed radars to more locations around the state. Local officials and Walk San Francisco, the group that advocates for traffic safety, have praised the initiative, as research demonstrates speed radars’ ability to reduce traffic accidents and fatalities. Oakland Mayor Sheng Thao also claimed that the law would help them save lives, as data proves how traffic violence disproportionately affects black residents, the elderly, and young people. California radars will only record license plate numbers, not drivers’ faces. However, opponents of the measure, such as Human Rights Watch, the ACLU California Action, and the Electronic Frontier Foundation, raise concerns about data security, privacy, and monitoring. ADDITIONAL LAWS AFFECTING CALIFORNIA DRIVERS IN 2024 2024 has already started, so drivers should be aware of the new laws related to transportation. These new regulations may apply to you whether you are driving, parking, or riding a bicycle. CATALYTIC CONVERTER THEFTS The most common state for pollution control device thefts is California, where over 12,000 catalytic converters are stolen annually. The state legislature has passed three new pieces of legislation to address the issue: * SB 55 typically forbids car dealerships from selling a car with a catalytic converter unless the vehicle’s VIN is prominently displayed on it. * AB 1519 declares it a misdemeanor to remove, modify, or obscure a VIN or other distinctive identification on a catalytic converter. Likewise, it will also be considered a misdemeanor to have three or more modified catalytic converters. * AB 641 makes it illegal for anyone who is not a licensed car dismantler to possess nine or more old catalytic converters that were removed from vehicles. CRUISING With the passage of AB 436, local governments are no longer able to prohibit vehicular cruising. Additionally, the law prohibits local governments from imposing restrictions on cars with modified heights, such as lowriders. To keep in mind, AB 436 also aims to repeal the 1982 legislation allowing cities to outlaw cruising. ELECTRIC BICYCLES Researchers at the Mineta Transportation Institute at San Jose State University will examine data about accidents, injuries, ER visits, and fatalities involving both electric and non-electric bicycle use when SB 381 is passed. The goal of the study is to increase rider safety. PARKING ADJACENT TO CROSSWALKS To reduce pedestrian fatalities, drivers will not be permitted to park their cars within 20 feet of the vehicle-approach side of a crossing. This will improve visibility near the area where walkers cross the roadway. Regarding AB 413, it will allow commercial vehicles to load or unload within 20 feet of a crossing when local authorities follow an ordinance process that also calls for marking the area as a loading zone using paint or signage. This program’s success depends on finding the right balance.
